City Council Regular Meeting Minutes <br />May 12, 2020 <br />Page 3 <br /> <br />Councilmember Webster appreciated as looking at future developments in the community how 1 <br />that may put pressure on the City’s sanitary sewer and learning about the engineer’s process in 2 <br />identifying those areas and locating areas in which need improvement along Chandler Drive and 3 <br />the Crossroad lift station. She also appreciated how clear the projects schedule is. 4 <br /> 5 <br />Mayor Stille asked Mr. Messner to go back to the lift station slide, he indicated the City typically 6 <br />does a street project a year and most recently the City has not only had a full street project but 7 <br />now some mill and overlays and it is becoming more common as people are following the annual 8 <br />projects. The funding sources get more dynamic and he understood this is the first meeting, but 9 <br />he wondered if Mr. Messner has identified any funding sources for this particular project because 10 <br />this serves a little different segment of the area. Mr. Casey explained with a traditional street 11 <br />project the City uses a 429, General Obligation Bonds, and then there is an assessment that goes 12 <br />against that and it defrays some of the costs along with the regular costs and then they are put 13 <br />onto people’s property taxes. With this pipe bursting project of enlarging the sanitary sewer 14 <br />capacity, part of the feasibility study will be looking at the sources and uses as staff works its 15 <br />way through the projects. The source for this would be actually coming from an existing Tax 16 <br />Increment Financing (TIF) pooling dollars that would be available to the City for any project that 17 <br />is located in Ramsey County so as staff comes forward as it is bringing these to a little bit more 18 <br />finer tune and have an opportunity to get a sense of what the estimated cost would be for those 19 <br />staff will also be able to bring back what is anticipated the sources to be able to fund those uses. 20 <br /> 21 <br />Mayor Stille agreed and thought there had to be some TIF involved because this is not a typical 22 <br />assessment arrangement that the City would have with adjacent landowners. 23 <br /> 24 <br />Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution 25 <br />20-047; a Resolution Ordering Preparation of Feasibility Report for 2021 Street and Utility 26 <br />Improvements. 27 <br /> 28 <br />Motion carried 5-0. 29 <br /> 30 <br />B. St. Anthony Police Department Annual Report. 31 <br /> 32 <br />Police Chief Mangseth presented the St. Anthony Police Department Annual Report to the City 33 <br />Council. 34 <br /> 35 <br />Councilmember Walker thanked Chief Mangseth for the report and review and appreciated the 36 <br />work Chief Mangseth and his staff is doing during the Pandemic and something to commend. 37 <br />He indicated he liked the fact that is was mentioned the Police Department is not just about 38 <br />enforcing the law but also taking care of people. He thought that would be a good mission 39 <br />statement in some sense. He thought that was incredibly important to emphasis that it is an 40 <br />important need in any community to take care of the citizen, whether with mental health or some 41 <br />other crisis. He also appreciated the work that is being done. 42 <br /> 43 <br />Councilmember Walker asked in regard to training if Chief Mangseth could expand on the 44 <br />elected training and what that would look like. Chief Mangseth explained elective training for 45 <br />the officers could stem from pursuits that they are wanting to actively partake in as it relates to 46 <br />3
