City Council Regular Meeting Minutes <br />May 12, 2020 <br />Page 6 <br /> <br />Why does the City feel confident that now is the time to move forward with the installation of 1 <br />artificial turf on the football field during a pandemic and without broad community discussion.” 2 <br /> 3 <br />Mayor Stille indicated normally during community forum there is no comment from the Council 4 <br />but because this was thought about, there should be some response offered. The 2022 budget 5 <br />discussion is going to take place in 2021 and there could be a $32,000 gap if this is approved and 6 <br />the Council will be discussing how that gap is filled at that point in time. With regard to 7 <br />maintenance costs he did not have any expectations that the City would be helping fund the 8 <br />maintenance of the turf. He explained the City would not be obligated to replace the turf. He 9 <br />noted the environmental mitigation plans is a School District question and he thought maybe at 10 <br />the next meeting the City Athletic Director, Troy Urdahl and Superintendent Renee Corneille 11 <br />could come and answer those questions. 12 <br /> 13 <br />Ms. Lona Doolan, 3511 Harding Street, stated she listened to the Worksession last week and 14 <br />regarding the turf replacement discussion she has not heard anyone talk about the long-term 15 <br />plans for the turf replacement. She understood that it is a ten-year life span and she thought it 16 <br />was important to look at and ask questions about how the City is going to actually dispose of a 17 <br />football field sized amount of trash which is not recyclable. She also wondered why this 18 <br />decision needed to be made now when there are many unknowns about returning to school and 19 <br />what community play will look like this fall. She thought that given the number of people 20 <br />currently out of work and the acknowledgement of what the City and School may be facing in 21 <br />terms of what needs to be done to adjust the facilities, it might worth asking if the discussion 22 <br />could be deferred until everyone is back to functioning within normal parameters. She knew that 23 <br />Dr. Corneille talked about using levy sources as a part of the funding and she wondered what 24 <br />happened if future capital investment is needed to make the facilities safe for return and the 25 <br />source of funds is not there. 26 <br /> 27 <br />Ms. Doolan noted at the Worksession there was also discussion about speed limits and she was 28 <br />happy to hear the Council was being proactive about this opportunity and she supported both the 29 <br />initial change to the twenty-five miles per hour as well as taking up a study to look at can it go 30 <br />lower to twenty in some parts of the City. With the change in demographics there are so many 31 <br />more young kids biking and walking along the streets and it seems more appropriate to consider 32 <br />twenty miles per hour in some parts of the streets, particularly ones with no sidewalks. 33 <br /> 34 <br />Mr. Paul White wondered what the City’s role was regarding the turf project if it is really the 35 <br />School District’s project. He also asked whether the City requires there be paired review studies 36 <br />on some of what Ms. Doolan talked about, the environmental and project lifespan. 37 <br /> 38 <br />Hearing no one else, Mayor Stille moved forward with the agenda. 39 <br /> 40 <br />IX.
