REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 1 <br /> 2 <br />City Manager Casey reported that both liquor stores are open and operational. Both open at 3 <br />10:00 am until 8:00 pm, Monday through Saturday. 4 <br /> 5 <br />Councilmember Walker stated he did an interview for CTV. 6 <br /> 7 <br />Councilmember Jenson stated on April 30, he participated with Metro Cities Annual conference 8 <br />and leading into that meeting there was another discussion about Metro Cities is working with 9 <br />the Legislature to develop a policy to support local funding as a part of the Cares Funding Act so 10 <br />that the State’s portion can be received into the Cities. Also at the Annual meeting, there was 11 <br />elections of the president, vice-president and four returning members. On May 4, he attended the 12 <br />City Worksession with four items that were discussed. On May 8, Ramsey County Local League 13 <br />of Governments had their monthly meeting which was a round table discussion about each 14 <br />member City or Organization and what they are doing about COVID-19. He also took a Zoom 15 <br />seminar on leadership skills refresher course for City elected officials. 16 <br /> 17 <br />Councilmember Webster stated St. Anthony Chamber of Commerce sent out guidelines that 18 <br />were created and distributed by Target Corporations for how businesses can safely open and they 19 <br />actually received this document from Mayor Stille who received it from attending the Regional 20 <br />Council of Mayors. 21 <br /> 22 <br />Mayor Stille stated the document is something that Target put a lot thought into and is about how 23 <br />to open up their retail facilities. He stated on May 4th he also attended the Worksession and there 24 <br />was discussion about turf and speed limits. He reminded the public that at work sessions the 25 <br />Council does not make any formal decisions but that was discussed, and the consensus of the 26 <br />Council was to bring that topic back to the next Council meeting on the 4th Tuesday in May. On 27 <br />May 11, he attended the Regional Council of Mayors and one component was Target’s 28 <br />presentation. He also heard from Doctor Craig Shield with Blue Cross/Blue Shield who is a 29 <br />sponsor of the Regional Council of Mayors regarding embracing health implications of 30 <br />community desire and what it means for physical, mental and social health and how does the 31 <br />Council plan so that they can build equity into the infrastructure. 32 <br /> 33 <br />VIII. COMMUNITY FORUM. 34 <br /> 35 <br />Mayor Stille invited residents to come forward at this time and address the Council on items that 36 <br />are not on the regular agenda. 37 <br /> 38 <br />City Manager Casey indicated he had one online form submittal from Ms. Erin Jordahl-Redlin, 39 <br />3012 Armour Terrace, that read “Regarding the School District’s proposal to install artificial turf 40 <br />on the football field, if the City Council votes to financially support the proposal, will funding 41 <br />for other City services be reduced to pay for the turf. Will our taxes be increased on community 42 <br />members to fill the hole in the budget created by extending the Community Center lease 43 <br />payments to pay for the turf project. Is the City planning to help for the ongoing maintenance 44 <br />costs of the turf project, is the City planning on helping to pay for the costs of replacing the turf 45 <br />when it is necessary to do so, what are the environmental mitigation plans for replacing the turf. 46 <br />5
