City Council Regular Meeting Minutes <br />May 12, 2020 <br />Page 2 <br />1 <br />2 IV. PUBLIC HEARING — NONE. <br />3 <br />4 V. REPORTS FROM COMMISSION AND STAFF. <br />5 <br />6 A. Resolution 20-046; a Resolution Approving the request for a preliminary and final plat as <br />7 "Silver Lake Village 3rd Addition", creating two development parcels subject to the <br />8 regulations of the Silver Lake Village PUD at 3800 Silver Lake Road <br />9 <br />10 City Planner Grittman reviewed the resolution with the Council and indicated that the <br />11 recommendation is based on a finding that the proposal, with the conditions cited, is consistent <br />12 with the requirements for Plat consideration as required by the Subdivision Ordinance, with the <br />13 long-term objectives of the Silver Lake Village PUD, and with the recommendations and policies <br />14 of the St. Anthony Comprehensive Plan. <br />15 <br />16 Councilmember Randle stated he was confused about the units and if they are connected to the <br />17 outlot. Mr. Grittman indicated there are no units on outlot B, that is Salo Pond and park area as <br />18 currently planned now. <br />19 <br />20 Mayor Stille explained he would vouch for the context of this particular project. 496 units on <br />21 one site to be built all at once on one parcel is a lot. Having the capability for the developer to <br />22 split this in half and maybe having one lender do the first phase and one do the second phase <br />23 provides liquidity and enhances the chances of success here for the project and he did not see a <br />24 downside for the City. He thought this was a very reasonable request in his mind. <br />25 <br />26 Motion by Councilmember Randle, seconded by Councilmember Walker, to approve Resolution <br />27 20-046; a Resolution Approving the request for a preliminary and final plat as "Silver Lake <br />28 Village 3`d Addition", creating two development parcels subject to the regulations of the Silver <br />29 Lake Village PUD at 3800 Silver Lake Road. <br />30 <br />31 Councilmember Jenson explained he support this resolution because the final PUD requirements <br />32 will continue to apply and the full build out of the project will be required to comply with the <br />33 terms of the approved PUD. <br />34 <br />35 Motion carried 5-0. <br />36 <br />37 VI. GENERAL BUSINESS OF COUNCIL. <br />38 <br />39 A. Resolution 20-047: a Resolution Ordering Preparation of Feasibility Report for 2021 <br />40 Street and Utility Improvements. <br />41 <br />42 City Engineer Messner reviewed the resolution with the Council and indicated that staff <br />43 recommends approving the resolution and including the Sanitary Sewer Capacity Improvements <br />44 identified in the recently completed Environmental Assessment Worksheet (EAW) that was <br />45 completed as part of the Silver Lake Village Redevelopment Project. <br />46 <br />
