City Council Regular Meeting Minutes <br />May 12, 2020 <br />Page 3 <br />1 Councilmember Webster appreciated as looking at future developments in the community how <br />2 that may put pressure on the City's sanitary sewer and learning about the engineer's process in <br />3 identifying those areas and locating areas in which need improvement along Chandler Drive and <br />4 the Crossroad lift station. She also appreciated how clear the projects schedule is. <br />5 <br />6 Mayor Stille asked Mr. Messner to go back to the lift station slide, he indicated the City typically <br />7 does a street project a year and most recently the City has not only had a full street project but <br />8 now some mill and overlays and it is becoming more common as people are following the annual <br />9 projects. The funding sources get more dynamic and he understood this is the first meeting, but <br />10 he wondered if Mr. Messner has identified any funding sources for this particular project because <br />11 this serves a little different segment of the area. Mr. Casey explained with a traditional street <br />12 project the City uses a 429, General Obligation Bonds, and then there is an assessment that goes <br />13 against that and it defrays some of the costs along with the regular costs and then they are put <br />14 onto people's property taxes. With this pipe bursting project of enlarging the sanitary sewer <br />15 capacity, part of the feasibility study will be looking at the sources and uses as staff works its <br />16 way through the projects. The source for this would be actually coming from an existing Tax <br />17 Increment Financing (TIF) pooling dollars that would be available to the City for any project that <br />18 is located in Ramsey County so as staff comes forward as it is bringing these to a little bit more <br />19 finer tune and have an opportunity to get a sense of what the estimated cost would be for those <br />20 staff will also be able to bring back what is anticipated the sources to be able to fund those uses. <br />21 <br />22 Mayor Stille agreed and thought there had to be some TIF involved because this is not a typical <br />23 assessment arrangement that the City would have with adjacent landowners. <br />24 <br />25 Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve Resolution <br />26 20-047; a Resolution Ordering Preparation of Feasibility Report for 2021 Street and Utility <br />27 Improvements. <br />28 <br />29 Motion carried 5-0. <br />30 <br />31 B. St. Anthony Police Department Annual Report. <br />32 <br />33 Police Chief Mangseth presented the St. Anthony Police Department Annual Report to the City <br />34 Council. <br />35 <br />36 Councilmember Walker thanked Chief Mangseth for the report and review and appreciated the <br />37 work Chief Mangseth and his staff is doing during the Pandemic and something to commend. <br />38 He indicated he liked the fact that is was mentioned the Police Department is not just about <br />39 enforcing the law but also taking care of people. He thought that would be a good mission <br />40 statement in some sense. He thought that was incredibly important to emphasis that it is an <br />41 important need in any community to take care of the citizen, whether with mental health or some <br />42 other crisis. He also appreciated the work that is being done. <br />43 <br />44 Councilmember Walker asked in regard to training if Chief Mangseth could expand on the <br />45 elected training and what that would look like. Chief Mangseth explained elective training for <br />46 the officers could stem from pursuits that they are wanting to actively partake in as it relates to <br />
