City Council Regular Meeting Minutes <br />May 12, 2020 <br />Page 6 <br />1 Why does the City feel confident that now is the time to move forward with the installation of <br />2 artificial turf on the football field during a pandemic and without broad community discussion." <br />3 <br />4 Mayor Stille indicated normally during community forum there is no comment from the Council <br />5 but because this was thought about, there should be some response offered. The 2022 budget <br />6 discussion is going to take place in 2021 and there could be a $32,000 gap if this is approved and <br />7 the Council will be discussing how that gap is filled at that point in time. With regard to <br />8 maintenance costs he did not have any expectations that the City would be helping fund the <br />9 maintenance of the turf. He explained the City would not be obligated to replace the turf. He <br />10 noted the environmental mitigation plans is a School District question and he thought maybe at <br />11 the next meeting the City Athletic Director, Troy Urdahl and Superintendent Renee Corneille <br />12 could come and answer those questions. <br />13 <br />14 Ms. Lona Doolan, 3511 Harding Street, stated she listened to the Worksession last week and <br />15 regarding the turf replacement discussion she has not heard anyone talk about the long-term <br />16 plans for the turf replacement. She understood that it is a ten-year life span and she thought it <br />17 was important to look at and ask questions about how the City is going to actually dispose of a <br />18 football field sized amount of trash which is not recyclable. She also wondered why this <br />19 decision needed to be made now when there are many unknowns about returning to school and <br />20 what community play will look like this fall. She thought that given the number of people <br />21 currently out of work and the acknowledgement of what the City and School may be facing in <br />22 terms of what needs to be done to adjust the facilities, it might worth asking if the discussion <br />23 could be deferred until everyone is back to functioning within normal parameters. She knew that <br />24 Dr. Corneille talked about using levy sources as a part of the funding and she wondered what <br />25 happened if future capital investment is needed to make the facilities safe for return and the <br />26 source of funds is not there. <br />27 <br />28 Ms. Doolan noted at the Worksession there was also discussion about speed limits and she was <br />29 happy to hear the Council was being proactive about this opportunity and she supported both the <br />30 initial change to the twenty-five miles per hour as well as taking up a study to look at can it go <br />31 lower to twenty in some parts of the City. With the change in demographics there are so many <br />32 more young kids biking and walking along the streets and it seems more appropriate to consider <br />33 twenty miles per hour in some parts of the streets, particularly ones with no sidewalks. <br />34 <br />35 Mr. Paul White wondered what the City's role was regarding the turf project if it is really the <br />36 School District's project. He also asked whether the City requires there be paired review studies <br />37 on some of what Ms. Doolan talked about, the environmental and project lifespan. <br />38 <br />39 Hearing no one else, Mayor Stille moved forward with the agenda. <br />40 <br />41 IX.
