City Council Regular Meeting Minutes <br />May 12, 2020 <br />Page 5 <br />1 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />2 <br />3 City Manager Casey reported that both liquor stores are open and operational. Both open at <br />4 10:00 am until 8:00 pm, Monday through Saturday. <br />5 <br />6 Councilmember Walker stated he did an interview for CTV. <br />7 <br />8 Councilmember Jenson stated on April 30, he participated with Metro Cities Annual conference <br />9 and leading into that meeting there was another discussion about Metro Cities is working with <br />10 the Legislature to develop a policy to support local funding as a part of the Cares Funding Act so <br />11 that the State's portion can be received into the Cities. Also at the Annual meeting, there was <br />l 2 elections of the president, vice-president and four returning members. On May 4, he attended the <br />13 City Worksession with four items that were discussed. On May 8, Ramsey County Local League <br />14 of Governments had their monthly meeting which was a round table discussion about each <br />15 member City or Organization and what they are doing about COVID-19. He also took a Zoom <br />16 seminar on leadership skills refresher course for City elected officials. <br />17 <br />18 Councilmember Webster stated St. Anthony Chamber of Commerce sent out guidelines that <br />19 were created and distributed by Target Corporations for how businesses can safely open and they <br />20 actually received this document from Mayor Stille who received it from attending the Regional <br />21 Council of Mayors. <br />22 <br />23 Mayor Stille stated the document is something that Target put a lot thought into and is about how <br />24 to open up their retail facilities. He stated on May 4th he also attended the Worksession and there <br />25 was discussion about turf and speed limits. He reminded the public that at work sessions the <br />26 Council does not make any formal decisions but that was discussed, and the consensus of the <br />27 Council was to bring that topic back to the next Council meeting on the 4th Tuesday in May. On <br />28 May 11, he attended the Regional Council of Mayors and one component was Target's <br />29 presentation. He also heard from Doctor Craig Shield with Blue Cross/Blue Shield who is a <br />30 sponsor of the Regional Council of Mayors regarding embracing health implications of <br />31 community desire and what it means for physical, mental and social health and how does the <br />32 Council plan so that they can build equity into the infrastructure. <br />33 <br />34 VIII. COMMUNITY FORUM. <br />35 <br />36 Mayor Stille invited residents to come forward at this time and address the Council on items that <br />37 are not on the regular agenda. <br />38 <br />39 City Manager Casey indicated he had one online form submittal from Ms. Erin Jordahl-Redlin, <br />40 3012 Armour Terrace, that read "Regarding the School District's proposal to install artificial turf <br />4l on the football field, if the City Council votes to financially support the proposal, will funding <br />42 for other City services be reduced to pay for the turf. Will our taxes be increased on community <br />43 members to fill the hole in the budget created by extending the Community Center lease <br />44 payments to pay for the turf project. Is the City planning to help for the ongoing maintenance <br />45 costs of the turf project, is the City planning on helping to pay for the costs of replacing the turf <br />46 when it is necessary to do so, what are the environmental mitigation plans for replacing the turf. <br />
