Parks and Environmental Commission Regular Meeting Minutes <br />March 9, 2020 <br />Page 3 <br /> <br />City. A stadium field turf surface would result in reduced stress on other facilities, less 1 <br />transportation need/expenses due to hosting more events, and lower maintenance costs. A 2 <br />field was lost at Wilshire Park. Mr. Urdahl noted the District is 50+ acres short on land by 3 <br />MDE standards for new construction. There are over 2000 youth users of Central Park each 4 <br />year. The installation of artificial turf would double the number of groups, participants and 5 <br />events able to use the stadium field each year. The City identified “Explore Turf 6 <br />Improvements with the School District” as an action step during its 2019 and 2020 Strategic 7 <br />Planning Goal Setting. ISD #282 Administration and City Staff continue to discuss 8 <br />possibilities for Central Park infrastructure. Braun Intertec conducted a soil study on the 9 <br />stadium field to see if it could support artificial turf and preliminary results indicated it can 10 <br />however further study is recommended for any final planning and design. 11 <br /> 12 <br />Mr. Urdahl stated estimates maintenance costs include $29K per year for current maintenance 13 <br />and $5K annual maintenance for artificial turf. Irrigation water, fertilizers and pesticides in 14 <br />Central Park would be reduced. 15 <br /> 16 <br />The Stadium Running Track was reviewed and the current track surface is pea gravel. 17 <br />Physical education is unable to effectively use the current track and 50+ high school students 18 <br />travel to Spring Lake Park each day in the spring for track and field. 40+ middle school 19 <br />students practice at St. Anthony without a home track. A new running track would be a 20 <br />community space, accessible for public use. 21 <br /> 22 <br />Mr. Urdahl reviewed the stadium project funding. An artificial turf field would cost 23 <br />approximately $1.2M and with a track it would be $2.4M. The school district has received a 24 <br />$280K Hennepin County grant for the installation of turf. Grant matching partners have 25 <br />pledged $20K+. Additional funding is being researched by the School District. 26 <br /> 27 <br />Student Liaison Carre asked where the $15,000 saved would be placed and Mr. Urdahl stated 28 <br />the savings would go back into the cost for replacement of the turf surface. The surface would 29 <br />need to be replaced every 10-12 years. The replacement would cost $500,000. 30 <br /> 31 <br />Ms. Palmer asked if the presentation is available on the district website and it was noted it has 32 <br />not been put on the website yet. 33 <br /> 34 <br />Commissioner Penner asked how often the track would need to be resurfaced and Mr. Urdahl 35 <br />stated it would go along with the field resurfacing. Mr. Urdahl explained how the turf would 36 <br />be able to double the use. 37 <br /> 38 <br />Student Liaison Carre asked how long it would take to replace the turf and Mr. Urdahl stated 39 <br />it would take a couple of months. 40 <br /> 41 <br />Chair Bellinger asked if other fields within the city would be freed up and Mr. Urdahl stated 42 <br />Wilshire Park, the practice field, and the other Central Park fields. 43 <br /> 44
