Parks and Environmental Commission Regular Meeting Minutes <br />March 9, 2020 <br />Page 4 <br /> <br />Ms. Palmer asked if there are other turf fields or tracks in the area and Mr. Urdahl stated 1 <br />Roseville is adding one again this year and there are others in Mounds View, Irondale, and 2 <br />Spring Lake Park. 3 <br /> 4 <br />Commissioner Niemi asked where the physical education classes run now and Mr. Urdahl 5 <br />responded they use the paths in Central Park. 6 <br /> 7 <br />Commissioner Penner asked if the new track would be the same size as the current track. Mr. 8 <br />Urdahl stated the track would cut into the field space but would not increase in width. 9 <br /> 10 <br />Chair Bellinger asked what else needs to be researched and Superintendent Corneille stated 11 <br />the budget and financial options. They are looking at the possibility of bond, or lease levy 12 <br />option. 13 <br /> 14 <br />Commissioner Niemi asked if a turf field would be rented to other groups/communities. Mr. 15 <br />Urdahl stated it could be explored. 16 <br /> 17 <br />Chair Bellinger asked if more parking would be needed and Mr. Urdahl stated that would not 18 <br />be needed. She thanked them for their presentation. 19 <br /> 20 <br />C. Silverwood Park Update 21 <br /> 22 <br />Ms. Alyssa Baguss representing Three Rivers Park District, provided an update on 23 <br />Silverwood Park. She presented a power point showing the mission of Three Rivers Park 24 <br />District is to promote environmental stewardship through recreation and education in a natural 25 <br />resources-based park system. It encompasses over 27,000 acres of parks and trails and serves 26 <br />millions of visitors annually. The amenities include full-service café, banquet facilities, 27 <br />meeting room, one-mile walking trail, outdoor amphitheater and island picnic shelter. 28 <br />Silverwood Park is 125 acres in size consisting of 68 acres of upland, 3 acres of wetland and 29 <br />49 acres of lake. The summer visitor center hours beginning April 1st will be 9:00 a.m. – 8:00 30 <br />p.m. Boat rentals will be available Saturday and Sunday 11:00 a.m. – 6:00 p.m. Memorial 31 <br />Day to Labor Day. Rental Open Houses will be the 1st and 3rd Monday of each Month 5:00 32 <br />p.m. – 7:00 p.m. at the Silverwood Park Visitor Center. There were over 500 programs held 33 <br />at Silverwood Park in 2019. The Summer Concert Series will be held Wednesdays at 6:30 34 <br />p.m. June 10, 2020 – August 26, 2020. Ms. Baguss showed a drawing of the Art on Foot 35 <br />Sculpture Trail and the Poetry Trail. Pictures of the new sculpture and artwork were provided 36 <br />for Commission review. Ms. Baguss showed example of the art in the gallery. A shoreline 37 <br />restoration project will be done by July 2020. 38 <br /> 39 <br />D. Hennepin County Backyard Composting 40 <br /> 41 <br />Ms. Lona Doolan reviewed Hennepin County is selling backyard compost bins. The bins are 42 <br />made of cedar and wire mesh, they are sold as a kit with material, hardware and assembly 43 <br />instructions. The bins are 3’ x 3’ x 3’ when assembled and cost $50 each. Lids are available 44 <br />for an additional $15. Order forms will be available on the city website and pickup will be 45
