The Community Center is among the city-owned facilities that are the property of the <br />residents of the City of St. Anthony, and usage of those facilities is at the direction of the City Council as <br />the resident’s elected representatives. <br /> <br />The Gifts to the City Policy has been referred to in the past when the city has received requests to place <br />individual’s names on city buildings or parks for example. To be consistent with past practice and <br />following the Gifts to the City Policy, the mural request would not be allowed. Specifically, under criteria <br />i and j which read: <br /> <br />i) The City will not accept donations with conditions such as; the donor’s name or another <br />name designated by the donor having to appear or to be displayed somewhere in the city <br />such as a building, park or street, have the name of a City event designated by the donor, or <br />have the donation designated for a specific purpose as proposed by the donor. <br /> <br />j) The City’s policy is not to name facilities or events in any name other than that of the City of <br />St. Anthony. <br /> <br />There are also no facilities named after or otherwise pay tribute to an individual. <br /> <br />Also attached is the Gifts to the City Policy. <br />
