To whom this may concern, <br /> On July 6th, 2016 Philando Castile was murdered by the Saint Anthony Village Police Department. <br />With the permission of the city council I would like to propose a mural on the Saint Anthony City <br />Hall/Police Department to commemorate and honor Philando Castile’s life and be a starting image of <br />the equity and accountability our community is pushing for. Alongside that, an everyday reminder to the <br />police department to hold each other accountable and strive for the change that is needed. <br /> <br />I will be reaching out to youth in Saint Anthony and neighboring cities to form a team of young artists to <br />help execute this project. In total, the team of individuals working on this mural would be around 10-20 <br />people. We understand that the painting of this mural would occur under a global pandemic and we will <br />ensure to comply with Minnesota health guidelines. <br /> <br />We are seeking to paint the Philando Castile mural on the south-facing wall of Saint Anthony Village City <br />Hall that overlooks the tennis courts. This wall is an optimal location as it has no windows or other <br />obstacles and is in a relatively open area. <br /> <br />Assuming we are granted permission from Saint Anthony Village City Council on the July 14th, 2020 <br />meeting, construction of the mural will begin within the following week. We wish to complete the mural <br />by the end of August to avoid conflicts with the 2020-2021 school year and colder weather. <br /> <br />We want to continue to honor Philando Castile’s legacy and hope to do so through a mural we are <br />planning in remembrance and honor of him. <br /> <br />The actual painting of the Philando Castile Mural will occur in three steps: drawing out an outline, <br />blocking in with paint, and sealing the mural with a protective sealant. We are predicting the mural will <br />take around 3-5 weeks to complete. <br /> <br />To ensure long-term care of this mural, we will apply a varnish to the finished product which ensures <br />protection from water, UV-rays, vandalism, and other threats.
