<br /> <br />Feasibility Report <br />2021 Street and Utility Improvement Project <br />City of St. Anthony Village <br />WSB Project No. 015900-000 PAGE 2 <br />1. EXECUTIVE SUMMARY <br />The 2021 Street and Utility Improvement Project consists of reconstructing the following roadways, <br />approximately 1,200 feet (0.23 miles), which includes removal of the existing pavement, correcting the <br />subgrade, installing concrete curb and gutter, and installing new pavement: <br /> <br />• Skycroft Drive from 32nd Avenue to 33rd Avenue <br />• Croft Drive from 32nd Avenue to 33rd Avenue <br /> <br />The proposed utility improvements include removing and replacing approximately 1,200 feet of water <br />main and sanitary sewer (including services), extending new storm sewer where facilities do not currently <br />exist, and installing additional catch basins to improve area drainage. <br /> <br />Also proposed with the 2021 Street and Utility Improvement Project is the bituminous mill and overlay of <br />the following roadways: <br /> <br />• 31st Avenue from Rankin Road to Old Highway 8 <br />• Croft Drive from Rankin Road to 31st Avenue <br />• 29th Avenue from Stinson Boulevard to Silver Lake Road <br />• St. Anthony Boulevard from Stinson Boulevard to Kenzie Terrace <br /> <br />Additional improvements for consideration include replacing an existing segment of sanitary sewer on <br />Chandler Road and upgrading the existing Foss Road Lift to accommodate the final development of the <br />Silver Lake Village Area. <br /> <br />A map illustrating the project locations can be found on Figure 1 of Appendix A. <br /> <br />The total estimated project cost for the 2021 Street and Utility Improvement Project is approximately <br />$2.53 million. Funding for the project will come from the City’s Street and Utility Reconstruction Funds <br />(Public Improvement Bonds), Tax Incremental Funds (TIF), and Special Assessments to benefiting <br />properties. <br /> <br />The project reconstruction can be completed, including the first lift of bituminous paving and all restoration <br />items, in 2021. The final lift of bituminous paving, including mill and overlay improvements, is proposed to <br />be completed in June of 2022. <br /> <br />This project is feasible, necessary, and cost effective from an engineering standpoint and should be <br />constructed as proposed herein. <br /> <br />39
