<br /> <br />Feasibility Report <br />2021 Street and Utility Improvement Project <br />City of St. Anthony Village <br />WSB Project No. 015900-000 PAGE 4 <br />Mill and Overlay Improvements: <br /> <br />• 31st Avenue from Rankin Road to Old Highway 8 <br />• Croft Drive from Rankin Road to 31st Avenue <br />• 29th Avenue from Stinson Boulevard to Silver Lake Road <br />• St. Anthony Boulevard from Stinson Boulevard to Kenzie Terrace <br /> <br />Sanitary Sewer Capacity Improvements: <br /> <br />• Sanitary sewer replacement on Chandler Drive <br />• Foss Road Lift Station pump replacement <br /> <br />The project areas are identified on Figure 1 in Appendix A of this report. <br />2.5 PROJECT HISTORY <br />This project was initiated through the continued development and implementation of the City of St. <br />Anthony Village Capital Improvement Plan (CIP). The CIP provides a schedule for the various roadway <br />improvements that are necessary to maintain the City streets in an effective and efficient manner. <br /> <br />The following conditions have been identified within the project area: <br /> <br />• Deterioration of street conditions <br />• Re-occurring water main breaks in the project limits <br />• Streets, sanitary sewer, water main lines are over 50 years old and exhibiting deterioration <br />problems <br /> <br />As a result, On May 12, 2020, the St. Anthony Village City Council authorized the preparation of an <br />engineering feasibility report for the 2021 Street and Utility Improvement Project. <br /> <br />41
