2 <br />The Organization <br />Oakdale operates as a statutory city under the Plan A form of government. The City Council is comprised of a Mayor and <br />four City Council members who are elected at large in staggered four -year terms. The City Council is responsible for <br />establishing policy, adopting the annual budget, and setting the tax levy. The City Council appoints a City Administrator to <br />serve as the chief administrative officer and function as a liaison between the City Council and staff. <br />General services provided by the City of Oakdale include administration, communication, finance, licensing, planning, <br />redevelopment, public safety, fire services, engineering, streets, utilities, forestry, parks, and recreation. The City has a <br />2020 annual operating budget of $25 million, debt service of $2.8 million, and the City has an Aa2 credit rating. The City <br />employs 108 full-time staff and 3 regular part-time staff. Approximately 70 percent of the City’s workforce are <br />represented by five unions. <br />The City of Oakdale has five advisory boards and commissions appointed by the City Council. Each advisory body holds <br />regular meetings and is supported by a City staff member and liaison of the City Council. <br />• The Economic Development Commission promotes economic development to strengthen the financial base of the <br />community. <br />• The Environmental Management Commission promotes waste reduction, recycling, water and air quality, and energy <br />conservation. <br />• The Parks and Recreation Commission advises on park development and enhancements and the use of parks and <br />recreational facilities. <br />• The Planning Commission advises on matters relating to planning, development, and redevelopment. <br />• The Tree Board promotes tree preservation, maintenance and planting.
