3 <br />The Position <br />The City Administrator is responsible for planning and directing the <br />administration of city functions and ensuring alignment of municipal <br />services with Council objectives and implementation of City policies. The <br />City Administrator serves as the primary point of contact for Council <br />members. The position, working in coordination with the City’s <br />management team, provides research and makes recommendations to the <br />City Council on policies, staffing, service delivery, finance and budgeting, <br />and public relations. The City Administrator supervises the administration <br />of all departments. Positions reporting to the City Administrator include the <br />Administrative Services Director, the Public Works Director/City Engineer, <br />the Community Development Director, the Chief Building Official, the <br />Recreation Superintendent, the Police Chief and the Fire Chief. <br /> <br />Major responsibilities include: <br />• Works closely with the City Council, performs research on agenda <br />items, reports on city affairs and problems, and presents <br />recommendations for City Council consideration. <br />• Prepares and submits an annual budget to the City Council and keeps <br />the City Council advised of the financial condition of the city, making <br />recommendations as needed to ensure prudent financial management. <br />• Maintains familiarity with and advises the City Council on alternative <br />and supplemental sources of revenue, including federal and state aids, <br />loans, grants, and other sources of revenue. <br />• Keeps the City Council advised on the city’s future needs and makes <br />recommendations to the City Council through a five -year Capital <br />Improvements Plan that is reviewed and updated annually. <br />• Oversees noticing of public meetings and agenda preparation for City <br />Council meetings. <br />• Attends and participates in discussions at all meetings of the City Council and of other official city bodies as <br />appropriate. <br />• Directs and oversees personnel, compensation, and benefit programs, including planning, development, and <br />evaluation, working closely with the Administrative Services Director. <br />• Directs and participates in collective bargaining matters. <br />• Develops and issues administrative rules, regulations, and procedures necessary to ensure the proper functioning of <br />all city departments. <br />• Ensures effective management of financial assets, working with the Administrative Services Director and professional <br />advisors. <br />• Supervises the conduct of local elections in accordance with prescribed laws and regulations. <br />• Coordinates the work of the city's appointed attorneys and consultants. <br />• Cooperates with governmental units and municipalities on matters of mutual interest. <br />• Represents the city before governmental, professional and community organizations. <br />• Stays abreast of developments in the fields of public administration and economic development and presents new <br />ideas to the City Council.
