3

Summary

The format of the Dougherty Mortgage report from September of 2018 aggregated affordable
units (60% of AMI or less) by three types of occupancy, including (1) General Occupancy/Family;
(2) Age Restricted (Senior); and (3) Targeted Populations.

For St. Anthony, there have been a total of 1,205 units created that benefited in some way from
the City’s use of TIF. Of that total, 248 units (20.6%) are affordable, at either 50% or 60% of
AMI. Of the 248 affordable units, 196 units (79%) are age restricted, and 52 (21%) are available
to general occupancy tenants.

The Dougherty report summarized the 2010-2019 period, noting that 56% of all metro
affordable units were available for general occupancy, while 32% were age restricted. However,
the report also notes that in the suburban communities, 85% of new units were age restricted,
slightly higher than St. Anthony’s total.
