<br /> <br />MEMORANDUM <br /> <br />To: Mayor Stille and St. Anthony Village City Council <br /> Charlie Yunker, Acting City Manager <br /> <br />From: Stephen Grittman, City Planner <br />Date: City Council Meeting – September 8, 2020 <br />NAC Project No. 323.01 - 20.14 <br />Request: Request for a Preliminary Plan Planned Unit Development – <br />Stinson Apartments <br /> <br />Property Address: 3725 Stinson Lake Road <br /> <br />Property PID: 313023330209 <br /> <br /> <br />STAFF RECOMMENDATION <br />Staff has reviewed the project for land use compliance with the intent and policies of the City’s <br />Comprehensive Plan, and for zoning consistency with the R-4, Multiple Family Residential <br />District as a baseline. The Comprehensive Plan promotes high density multiple family <br />residential uses of up to 40 units per acre upon the subject site. <br /> <br />The proposed PUD meets the requirements of the Zoning Ordinance for the majority of the <br />baseline standards. The principal areas of flexibility which have been requested under the PUD <br />include the following: <br /> <br />1) Residential Density. The allowance of a residential density greater than 40 units per <br />acre upon the subject site. Specifically, a density of 44.7 units per acre is proposed (38 <br />units on 0.85 acres of land). For comparison purposes, the baseline R-4 zoning district <br />allows up to 25 units per acre without PUD flexibility. <br /> <br />2) Side Yard Setback. A side yard setback less than 30 feet. The City’s R-4 District <br />imposes a 30-foot building setback requirement along side yards which are adjacent to <br />public rights-of-way. A 20-foot setback is proposed on the north side of the <br />apartment building (along 38th Avenue NE). <br /> <br />31
