City Council Regular Meeting Minutes
October 13, 2020
Page 3

one of the block parties about if the City would be interested in getting USI Fiber, a company 1
that uses fiber which is a lot faster than what is out there for current technology. He thought 2
there were grounds for considering what was talked about and it might be worth pursuing 3
something like that and worth exploring. He indicated he did a phone conference last week with 4
St. Anthony Village Chamber of Commerce about how it, as an organization can effectively 5
work towards shared goals of inclusion, equity, and social justice. He noted this was an 6
interesting verbal conversation in which he sent the Chamber some feedback and suggestions. 7
As far as the point about USI Fiber and the City’s commitment to robust technology, he thought 8
from a different angle as he thought about equity in St. Anthony Village and in light of the 9
pandemic, it might be interesting to pursue some objective to make internet access available to 10
St. Anthony Village itself, in light of the concerns about equity and so forth. 11
12
Mayor Stille explained the City has explored fiber and has also watched other cities as they have 13
tried it, Monticello for one, and in terms of being robust it is great but for practicality the City 14
would have to re-examine that. 15
16
Councilmember Jenson stated he attended the Metro Cities Board of Directors meeting as liaison 17
on October 8, 2020 where the four major policy groups were reviewed, transportation, housing, 18
economic development, and service delivery. He was also able to verify that the race and equity 19
policy was embedded into the general government policy. He explained on October 9, 2020, he 20
attended, as liaison to the Ramsey County Local League of Governments meeting where they are 21
coming together as an organization to collectively address mental health. He noted they heard 22
from several leaders. He explained the committee is putting together steps on what they are 23
trying to implement as they work with these organizations. 24
25
Mayor Stille stated he attended Night to Unite and went to three parties. He indicated on 26
October 12, 2020 he attended the Regional Council of Mayors where they had two speakers. He 27
noted there were discussions on early voting and race and equity topics. He explained on 28
October 13, 2020 he was at the Mississippi Water Management Organization Zoom Workshop 29
meeting. 30
31
VIII. COMMUNITY FORUM. 32
33
Mayor Stille invited residents to come forward at this time and address the Council on items that 34
are not on the regular agenda. 35
36
Hearing none, Mayor Stille moved forward with the agenda. 37
38
IX. INFORMATION AND ANNOUNCEMENTS. 39
40
Interim City Manager Yunker indicated he received an announcement from Susan Scott of 2501 41
Paul Avenue NE. He read the announcement. 42
43
Mayor Stille stated the developer at Walmart, Kelly Doran, called him on an update of the site. 44
He explained the Village Notes Newsletter went out and summarized some of the topics.
