He was looking forward to seeing how this project works 1 <br />out and indicated he was in favor of this as well. 2 <br /> 3 <br />Councilmember Webster stated one of things she was most interested on this project is in 4 <br />February she attended a session put on by the Minnesota Department of Housing and they talked 5 <br />about the shortage of housing across Minnesota and specifically the shortage of workforce 6 <br />housing. She thought this addressed some of St. Anthony’s needs for housing. She thought this 7 <br />was a good option in closing the gap of the housing shortage. She also explained she was 8 <br />particularly intune with this project because it is more on the affordable side and looking at folks 9 <br />making $15-$20 an hour, this will provide an affordable housing option in the community. 10 <br /> 11 <br />Mayor Stille indicated he was ok with this project for a number of different reasons. It is really 12 <br />intriguing about the market rate. He liked that there were no City or State subsidies on this 13 <br />project. He thought the modular was cutting edge as well. 14 <br /> 15 <br />Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution 16 <br />20-081; a Resolution Approving a Request for a Preliminary Plan Stage PUD, Constituting an 17 <br />Amendment to the Silver Lake Village PUD, for the Interstate Development Multi-Family 18 <br />Residential Project of 38 Dwelling Units at 3725 Stinson Boulevard NE with the conditions in 19 <br />the staff report dated October 27, 2020. 20 <br /> 21 <br />Motion carried 5-0. 22 <br /> 23 <br />VI. GENERAL BUSINESS OF COUNCIL. 24 <br /> 25 <br />A. Approval of Position Profile for City Manager Recruitment. 26 <br /> 27 <br />Ms. Liza Donabauer, DDA Human Resources, Inc. reviewed the position profile with the 28 <br />Council. 29 <br /> 30 <br />Mayor Stille noted under priorities/projects/goals of the new manager, the third bullet point 31 <br />states “...Initiate a community survey to gauge the resident’s vision for the community...”, that is 32 <br />kind of a goal setting action step, if it gets there, but he did not think the Council has really 33 <br />talked about a survey. He did not want to make it sound like that is the direction the Council is 34 <br />going down necessarily and that it is approved. He might be ok with a survey in the future, but 35 <br />his point was this has not been talked about yet. 36 <br /> 37 <br />Councilmember Webster explained when she saw that she did think certainly for a new City 38 <br />Manager coming in it is helpful to gather information from the community and the residents to 39 <br />find out more about the services currently being offered, where resident satisfaction is with those 40 <br />services and she thought it is a great opportunity to learn more about what the areas for 41 <br />development and areas that can be strengthened in the City. She saw that as a ninety day, or 120 42 <br />day plan that leaders have when coming into an organization to really get a sense of the 43 <br />organization. Mayor Stille explained he was saying that the Council should indicate doing a 44 <br />survey instead of putting it out there without discussion or a goal setting session. 45 <br /> 46 <br />15
