City Council Regular Meeting Minutes <br />October 27, 2020 <br />Page 4 <br /> <br />Councilmember Webster wondered how a new City Manager will get the data in order to set 1 <br />goals without having access to a community survey. Mayor Stille explained goal setting is done 2 <br />the first week in January and a City Manager will not be hired until the end of January so the 3 <br />Council can talk about it then and did not think it needed to be a part of the profile because it has 4 <br />not been discussed. 5 <br /> 6 <br />Councilmember Jenson was not sure how the Council would even structure that because he 7 <br />thought the responsibility of the survey should come from the Council and not from the City 8 <br />Manager. Mayor Stille thought that was a point as well and the Council has not decided on that 9 <br />yet. 10 <br /> 11 <br />Ms. Donabauer asked if there was a possibility of changing how the sentence is presented such 12 <br />as “The potential City Manager would lead discussion on the potential of a community survey.” 13 <br />Mayor Stille stated that would be fine as long as it does not look like it has been approved 14 <br />already, which is the issue he has with the sentence. Councilmember Jenson agreed. Ms. 15 <br />Donabauer indicated she would change the document to accurately reflect the needs of the City 16 <br />Council. 17 <br /> 18 <br />Councilmember Webster asked how it might be added into the profile the flexibility where the 19 <br />potential City Manger could come in and have an opportunity to engage in a data gathering 20 <br />process and perhaps present that plan to Council and also provide some financial resources that 21 <br />would be necessary in which to engage in that data gathering role. Ms. Donabauer indicated that 22 <br />might be able to be covered in the sentence before. 23 <br /> 24 <br />Mayor Stille thought this should be put aside and discussed at the goal setting session. 25 <br /> 26 <br />Ms. Donabauer reviewed the salary range for the potential City Manager with the City Council. 27 <br /> 28 <br />Councilmember Randle indicated he did not like the high end of the salary range but speaking 29 <br />with staff about it he was a more comfortable with it but still not comfortable with the amount. 30 <br />Ms. Donabauer asked what Councilmember Randle’s comfort level would be. 31 <br /> 32 <br />Councilmember Randle indicated he was not comfortable with the high end of this salary range 33 <br />at this point and thought it should be lower. Ms. Donabauer indicated the range represents the 34 <br />life span of the position and the earning power there. She noted a candidate that applies for this 35 <br />position never comes in anticipating asking for the top range because then there is no room to 36 <br />grow, however it does show them the room they have to grow. Councilmember Randle thought 37 <br />that helped and was fair. 38 <br /> 39 <br />Councilmember Jenson explained he was looking at the ranges provided and thought the low end 40 <br />listed was on the high side for a low end. Ms. Donabauer explained the salary range was the 41 <br />information that was presented to her from staff. She did not know where the range comes from. 42 <br /> 43 <br />Mayor Stille asked Ms. Donabauer to explain what the difference is between a City Manager and 44 <br />a City Administrator.
