City Council Regular Meeting Minutes <br />October 27, 2020 <br />Page 6 <br /> <br />General Manager for the Official reviewed the proposed plan for the restaurant during COVID 1 <br />with the Council. 2 <br /> 3 <br />Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution 4 <br />20-082; a Resolution Approving a Special Event Permit submitted by The Unofficial located at 5 <br />3701 NE Stinson Blvd for tailgating events on multiple dates. 6 <br /> 7 <br />Mayor Stille explained the City expects the Official to adhere to the Minnesota Department of 8 <br />Health guidelines. 9 <br /> 10 <br />Motion carried 5-0. 11 <br /> 12 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 13 <br /> 14 <br />Councilmember Webster stated she is the Council Liaison to the Family Services Collaborative 15 <br />with a meeting coming up in two weeks and she noted she will be bringing more information to 16 <br />the Council about some community engagement work the Collaborative is supporting. She 17 <br />indicated this will specifically bring community members together for some engagement and 18 <br />healing circles. She appreciated the community continuing to adhere to the pandemic rules and 19 <br />encouraged everyone to continue to wear masks. She also encouraged everyone to vote and 20 <br />appreciated the early voting and voting by mail by many. 21 <br /> 22 <br />Councilmember Walker stated on October 29th he will be a panelist along with eight others 23 <br />discussing relationships/dynamics between African Americans and Africans. He indicated it will 24 <br />be streamlined starting at 6:00 p.m. for two hours. He noted details are on CTV Facebook page. 25 <br /> 26 <br />Mayor Stille stated on October 19th he was invited to be a panelist on Genesis and the League of 27 <br />Minnesota Insurance Trust, and the topic was it was an educational panel and the effects of the 28 <br />community after an officer involved shooting. He noted on October 26th the City Council had a 29 <br />Worksession that all Councilmembers were present, and the CIP and fee schedule was discussed 30 <br />along with other things. He was also honored to address the students inducted into the National 31 <br />Honor Society. He indicated that meant a lot and he was able to talk to many of the students in 32 <br />the community and got their take on the community. He also encouraged everyone to vote and 33 <br />gave times and dates. 34 <br /> 35 <br />VIII. COMMUNITY FORUM. 36 <br /> 37 <br />Mayor Stille invited residents to come forward at this time and address the Council on items that 38 <br />are not on the regular agenda. 39 <br /> 40 <br />Hearing none, Mayor Stille moved forward with the agenda. 41 <br /> 42 <br />IX.
