City Council Regular Meeting Minutes <br />October 27, 2020 <br />Page 5 <br /> <br />Councilmember Walker thanked Ms. Donabauer for the clarification because he was wondering 1 <br />as well because he thought the salary range was high as well but now that the City Manager 2 <br />position has been clarified he indicated he was more comfortable with the range. 3 <br /> 4 <br />Ms. Donabauer reviewed the job description with the City Council. 5 <br /> 6 <br />Councilmember Jenson indicated under education on the job description, it is not brought up that 7 <br />a master’s degree would be preferable which he felt it would be from his perspective. 8 <br />Councilmember Webster indicated under the category “Desirable Job Qualifications”, Master’s 9 <br />degree in Business Administration is listed. 10 <br /> 11 <br />Ms. Donabauer reviewed the search timeline with the Council. 12 <br /> 13 <br />The Council preferred January 19th and 20th for interviews but was fine with the rest of the 14 <br />timeline given in the staff report. 15 <br /> 16 <br />B. Resolution 20-082; a Resolution Approving a Special Event Permit submitted by The 17 <br />Unofficial located at 3701 NE Stinson Blvd for tailgating events on multiple dates. 18 <br /> 19 <br />Interim City Manager Yunker reviewed the resolution with the Council. 20 <br /> 21 <br />Councilmember Walker asked what the timeframe was for past events. He wondered if those 22 <br />events were pre-COVID. Mr. Yunker indicated that was correct. Councilmember Walker 23 <br />explained the reason he asked is because that is a significant difference with those events versus 24 <br />what is being requested now. He asked what the specific guidelines would be in terms of the 25 <br />Pandemic and also how would the parking lot be structured for these events. Mr. Yunker 26 <br />indicated there is a map in the packet showing the parking lot layout. He noted every other 27 <br />parking space will be blocked off to separate the groups and it will be outside. 28 <br /> 29 <br />Councilmember Walker asked if there would be an expectation beyond that for those who show 30 <br />up. Mr. Yunker indicated that was not specifically noted in the staff report but from staff’s 31 <br />perspective he assumed the Official would be following the same guidelines that they have to 32 <br />follow now under operating as a restaurant both with patrons inside as well as outside on the 33 <br />patio. 34 <br /> 35 <br />Councilmember Webster indicated one of the thoughts she had as she was looking through the 36 <br />staff report was to add the additional guidelines that were imposed from the Minnesota Attorney 37 <br />General’s office last Summer regarding public gatherings. She wondered, as a Council, if the 38 <br />request is approved there may be additional requests, guidelines or limitations placed by other 39 <br />governing agencies in the State. She thought this was something the Council needed to consider 40 <br />as well. 41 <br /> 42 <br />Mr. Chris Christopherson, applicant, indicated he could only speak to the regulations that are 43 <br />currently in place and the bourdon would be on them to shift on the fly, if necessary.
