He was looking forward to seeing how this project works <br />2 out and indicated he was in favor of this as well. <br />1 <br />3 <br />4 Councilmember Webster stated one of things she was most interested on this project is in <br />5 February she attended a session put on by the Minnesota Department of Housing and they talked <br />6 about the shortage of housing across Minnesota and specifically the shortage of workforce <br />7 housing. She thought this addressed some of St. Anthony's needs for housing. She thought this <br />8 was a good option in closing the gap of the housing shortage. She also explained she was <br />9 particularly intune with this project because it is more on the affordable side and looking at folks <br />10 making $15-$20 an hour, this will provide an affordable housing option in the community. <br />11 <br />12 Mayor Stille indicated he was ok with this project for a number of different reasons. It is really <br />13 intriguing about the market rate. He liked that there were no City or State subsidies on this <br />14 project. He thought the modular was cutting edge as well. <br />15 <br />16 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve Resolution <br />17 20-081; a Resolution Approving a Request for a Preliminary Plan Stage PUD, Constituting an <br />18 Amendment to the Silver Lake Village PUD, for the Interstate Development Multi -Family <br />19 Residential Project of 38 Dwelling Units at 3725 Stinson Boulevard NE with the conditions in <br />20 the staff report dated October 27, 2020. <br />21 <br />22 Motion carried 5-0. <br />23 <br />24 VI. GENERAL BUSINESS OF COUNCIL. <br />25 <br />26 A. Approval of Position Profile for City Manager Recruitment. <br />27 <br />28 Ms. Liza Donabauer, DDA Human Resources, Inc. reviewed the position profile with the <br />29 Council. <br />30 <br />31 Mayor Stille noted under priorities/projects/goals of the new manager, the third bullet point <br />32 states "...Initiate a community survey to gauge the resident's vision for the community...", that is <br />33 kind of a goal setting action step, if it gets there, but he did not think the Council has really <br />34 talked about a survey. He did not want to make it sound like that is the direction the Council is <br />35 going down necessarily and that it is approved. He might be ok with a survey in the future, but <br />36 his point was this has not been talked about yet. <br />37 <br />38 Councilmember Webster explained when she saw that she did think certainly for a new City <br />39 Manager coming in it is helpful to gather information from the community and the residents to <br />40 find out more about the services currently being offered, where resident satisfaction is with those <br />41 services and she thought it is a great opportunity to learn more about what the areas for <br />42 development and areas that can be strengthened in the City. She saw that as a ninety day, or 120 <br />43 day plan that leaders have when coming into an organization to really get a sense of the <br />44 organization. Mayor Stille explained he was saying that the Council should indicate doing a <br />45 survey instead of putting it out there without discussion or a goal setting session. <br />46 <br />
