City Council Regular Meeting Minutes <br />October 27, 2020 <br />Page 4 <br />1 Councilmember Webster wondered how a new City Manager will get the data in order to set <br />2 goals without having access to a community survey. Mayor Stille explained goal setting is done <br />3 the first week in January and a City Manager will not be hired until the end of January so the <br />4 Council can talk about it then and did not think it needed to be a part of the profile because it has <br />5 not been discussed. <br />6 <br />7 Councilmember Jenson was not sure how the Council would even structure that because he <br />8 thought the responsibility of the survey should come from the Council and not from the City <br />9 Manager. Mayor Stille thought that was a point as well and the Council has not decided on that <br />10 yet. <br />11 <br />12 Ms. Donabauer asked if there was a possibility of changing how the sentence is presented such <br />13 as "The potential City Manager would lead discussion on the potential of a community survey." <br />14 Mayor Stille stated that would be fine as long as it does not look like it has been approved <br />15 already, which is the issue he has with the sentence. Councilmember Jenson agreed. Ms. <br />16 Donabauer indicated she would change the document to accurately reflect the needs of the City <br />17 Council. <br />18 <br />19 Councilmember Webster asked how it might be added into the profile the flexibility where the <br />20 potential City Manger could come in and have an opportunity to engage in a data gathering <br />21 process and perhaps present that plan to Council and also provide some financial resources that <br />22 would be necessary in which to engage in that data gathering role. Ms. Donabauer indicated that <br />23 might be able to be covered in the sentence before. <br />24 <br />25 Mayor Stille thought this should be put aside and discussed at the goal setting session. <br />26 <br />27 Ms. Donabauer reviewed the salary range for the potential City Manager with the City Council. <br />28 <br />29 Councilmember Randle indicated he did not like the high end of the salary range but speaking <br />30 with staff about it he was a more comfortable with it but still not comfortable with the amount. <br />31 Ms. Donabauer asked what Councilmember Randle's comfort level would be. <br />32 <br />33 Councilmember Randle indicated he was not comfortable with the high end of this salary range <br />34 at this point and thought it should be lower. Ms. Donabauer indicated the range represents the <br />35 life span of the position and the earning power there. She noted a candidate that applies for this <br />36 position never comes in anticipating asking for the top range because then there is no room to <br />37 grow, however it does show them the room they have to grow. Councilmember Randle thought <br />38 that helped and was fair. <br />39 <br />40 Councilmember Jenson explained he was looking at the ranges provided and thought the low end <br />41 listed was on the high side for a low end. Ms. Donabauer explained the salary range was the <br />42 information that was presented to her from staff. She did not know where the range comes from. <br />43 <br />44 Mayor Stille asked Ms. Donabauer to explain what the difference is between a City Manager and <br />45 a City Administrator. Ms. Donabauer reviewed the roles and differences between them. <br />46 <br />
