City Council Regular Meeting Minutes <br />October 27, 2020 <br />Page 6 <br />1 General Manager for the Official reviewed the proposed plan for the restaurant during COVID <br />2 with the Council. <br />3 <br />4 Motion by Councilmember Jenson, seconded by Councilmember Randle, to approve Resolution <br />5 20-082; a Resolution Approving a Special Event Permit submitted by The Unofficial located at <br />6 3701 NE Stinson Blvd for tailgating events on multiple dates. <br />7 <br />8 Mayor Stille explained the City expects the Official to adhere to the Minnesota Department of <br />9 Health guidelines. <br />10 <br />11 Motion carried 5-0. <br />12 <br />13 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />14 <br />15 Councilmember Webster stated she is the Council Liaison to the Family Services Collaborative <br />16 with a meeting coming up in two weeks and she noted she will be bringing more information to <br />17 the Council about some community engagement work the Collaborative is supporting. She <br />18 indicated this will specifically bring community members together for some engagement and <br />19 healing circles. She appreciated the community continuing to adhere to the pandemic rules and <br />20 encouraged everyone to continue to wear masks. She also encouraged everyone to vote and <br />21 appreciated the early voting and voting by mail by many. <br />22 <br />23 Councilmember Walker stated on October 29th he will be a panelist along with eight others <br />24 discussing relationships/dynamics between African Americans and Africans. He indicated it will <br />25 be streamlined starting at 6:00 p.m. for two hours. He noted details are on CTV Facebook page. <br />26 <br />27 Mayor Stille stated on October 19th he was invited to be a panelist on Genesis and the League of <br />28 Minnesota Insurance Trust, and the topic was it was an educational panel and the effects of the <br />29 community after an officer involved shooting. He noted on October 26th the City Council had a <br />30 Worksession that all Councilmembers were present, and the CIP and fee schedule was discussed <br />31 along with other things. He was also honored to address the students inducted into the National <br />32 Honor Society. He indicated that meant a lot and he was able to talk to many of the students in <br />33 the community and got their take on the community. He also encouraged everyone to vote and <br />34 gave times and dates. <br />35 <br />36 VIII. COMMUNITY FORUM. <br />37 <br />38 Mayor Stille invited residents to come forward at this time and address the Council on items that <br />39 are not on the regular agenda. <br />40 <br />41 Hearing none, Mayor Stille moved forward with the agenda. <br />42 <br />43 IX.
