City Council Regular Meeting Minutes <br />October 27, 2020 <br />Page 5 <br />1 Councilmember Walker thanked Ms. Donabauer for the clarification because he was wondering <br />2 as well because he thought the salary range was high as well but now that the City Manager <br />3 position has been clarified he indicated he was more comfortable with the range. <br />4 <br />5 Ms. Donabauer reviewed the job description with the City Council. <br />6 <br />7 Councilmember Jenson indicated under education on the job description, it is not brought up that <br />8 a master's degree would be preferable which he felt it would be from his perspective. <br />9 Councilmember Webster indicated under the category "Desirable Job Qualifications", Master's <br />10 degree in Business Administration is listed. <br />11 <br />12 Ms. Donabauer reviewed the search timeline with the Council. <br />13 <br />14 The Council preferred January 19th and 20th for interviews but was fine with the rest of the <br />15 timeline given in the staff report. <br />16 <br />17 B. Resolution 20-082., a Resolution Approving a Special Event Permit submitted by The <br />18 Unofficial located at 3701 NE Stinson Blvd for tailgating events on multiple dates. <br />19 <br />20 Interim City Manager Yunker reviewed the resolution with the Council. <br />21 <br />22 Councilmember Walker asked what the timeframe was for past events. He wondered if those <br />23 events were pre-COVID. Mr. Yunker indicated that was correct. Councilmember Walker <br />24 explained the reason he asked is because that is a significant difference with those events versus <br />25 what is being requested now. He asked what the specific guidelines would be in terms of the <br />26 Pandemic and also how would the parking lot be structured for these events. Mr. Yunker <br />27 indicated there is a map in the packet showing the parking lot layout. He noted every other <br />28 parking space will be blocked off to separate the groups and it will be outside. <br />29 <br />30 Councilmember Walker asked if there would be an expectation beyond that for those who show <br />31 up. Mr. Yunker indicated that was not specifically noted in the staff report but from staff's <br />32 perspective he assumed the Official would be following the same guidelines that they have to <br />33 follow now under operating as a restaurant both with patrons inside as well as outside on the <br />34 patio. <br />35 <br />36 Councilmember Webster indicated one of the thoughts she had as she was looking through the <br />37 staff report was to add the additional guidelines that were imposed from the Minnesota Attorney <br />38 General's office last Summer regarding public gatherings. She wondered, as a Council, if the <br />39 request is approved there may be additional requests, guidelines or limitations placed by other <br />40 governing agencies in the State. She thought this was something the Council needed to consider <br />41 as well. <br />42 <br />43 Mr. Chris Christopherson, applicant, indicated he could only speak to the regulations that are <br />44 currently in place and the bourdon would be on them to shift on the fly, if necessary.
