City Council Regular Meeting Minutes <br />November 10, 2020 <br />Page 3 <br />1 <br />2 Finance Director Rueckert reviewed the ordinance with the Council and indicated that this is the <br />3 1st of 3 readings. <br />4 <br />5 Councilmember Webster thanked Ms. Rueckert for being intentional in looking at the water <br />6 usage rates in the first quarter of 2020 and recognizing that the residents were asked to stay at <br />7 home that impacted the first quarter and into the second quarter. She also appreciated the once a <br />8 year plan that Ms. Rueckert has put in place to help make sure that the slow increases to the rates <br />9 will eventually meet the City's goal of covering the cost of living and not service. <br />10 <br />11 Councilmember Randle indicated he noticed the increase, but it did not occur to him the Stay at <br />12 Home Order during the first quarter. He also thanked Ms. Rueckert for explaining the increase. <br />13 <br />14 Councilmember Jenson explained he liked the way the usage versus the distribution was divided <br />15 out. <br />16 <br />17 Mayor Stille thanked Ms. Rueckert for the presentation. He mentioned the stewardship and <br />18 sustainability component that Ms. Rueckert does which comes with the tiered water rates. <br />19 <br />20 Motion by Councilmember Randle, seconded by Councilmember Jenson, to approve first reading <br />21 of Ordinance 2020-03; an Ordinance Amending multiple sections relating to Sewer, Water, and <br />22 Stormwater Fees and other Fees. <br />23 <br />24 Motion carried 5-0. <br />25 <br />26 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />27 <br />28 Interim City Manager Yunker reported that on the City website, on the main page there is a top <br />29 bar for COVID resources. The City has added some information on the Ramsey County <br />30 Landlord Assistance program. Staff received some information on the Census response rate and <br />31 noted that the National average of sixty-seven percent response rate and Minnesota response rate <br />32 is seventy-five percent. He thanked St. Anthony residents to help bring the State average up. He <br />33 also thanked all of the election staff. <br />34 <br />35 Councilmember Jenson stated he attended the Executive Committee for the Ramsey County <br />36 Local League of Governments on November 5th where strategies to work with various Ramsey <br />37 County public health organizations was discussed. <br />38 <br />39 Councilmember Webster stated the St. Anthony Kiwanis approved their 2021 budget. That <br />40 budget will help to establish priorities for areas in which to give and provide services for the <br />41 year. The Chamber of Commerce in St. Anthony is hosting a meeting on November 11th in <br />42 which members or any attendee can year directly from two small business owners in St. Anthony <br />43 to learn how COVID has impacted small businesses. She noted on Thursday, November 12th <br />44 there is a Community Services Advisory Council meeting and she indicated there is a meeting on <br />45 November 11th for the St. Anthony Brighton Family Services Collaborative. She reviewed a few <br />46 things that will be discussed. <br />
