He indicated he 2 was surprised how far back it has been pushed, May 31, 2021 and he asked for an explanation as 3 to why this was pushed so far back. Mr. Evan Doran explained they used that date as an outside 4 date to give them some time to make sure that all of the winter conditions would be taken care of 5 such as thawing and frozen ground. He noted it is a matter of getting all of the items into the 6 proper sequence and proper timeframes. He noted their anticipation with the go date is really 7 April 1st. 8 9 Councilmember Webster stated she has been thinking a lot about how the pandemic and 10 economic conditions may have likely impacted this project and she asked if this could be 11 discussed so the community is aware of some of the challenges that came with the financing and 12 how might the pandemic affect even the construction crews and the availability of SAC at that 13 point as well. Mr. Evan Doran indicated they have had nine months already to deal with COVID 14 and have seen what the seasonal adjustments of COVID has impacted the construction industry. 15 He reviewed some of the changes that have been made. 16 17 Mayor Stille explained the surprising and encouraging aspect of that is the general lease up of 18 project seen throughout the community because he thought there would be some further impact 19 on that. 20 21 Motion by Councilmember Webster, seconded by Councilmember Randle, to approve 22 Resolution 20-085; a Resolution Approving the Second Amendment to Contract for Private 23 Redevelopment between The Housing and Redevelopment Authority of St. Anthony, the City of 24 St. Anthony Village, Doran SLV, LLC, Doran St. Anthony, LLC, Doran SLV II, LLC. 25 26 Motion carried 4-0. 27 28 B. Resolution 20-086; a Resolution Approving Minor Subdivision at 2501 Lowry Avenue. 29 30 Interim City Manager Yunker reviewed the resolution with the Council. 31 32 Councilmember Randle indicated he was confused by this proposal and wondered what the 33 purpose of it is. Mr. Yunker explained this is a project in the very preliminary stage with a 34 developer looking to put in some senior and assisted living type units on track B and that is only 35 at the stage where staff has received the preliminary application and is at the staff comment 36 stage. It has yet to go to the Planning Commission or to the City Council. He noted this is done 37 to facilitate the possible future project. 38 39 Motion by Councilmember Walker, seconded by Councilmember Randle, to approve Resolution 40 20-086; a Resolution Approving Minor Subdivision at 2501 Lowry Avenue. 41 42 Motion carried 4-0. 43 44 C.
