City Council Regular Meeting Minutes <br />November 24, 2020 <br />Page 4 <br /> <br /> 1 <br />Interim City Manager Yunker reviewed the ordinance with the Council. 2 <br /> 3 <br />Motion by Councilmember Webster, seconded by Councilmember Walker, to approve second 4 <br />reading of Ordinance 2020-03; an Ordinance Amending Multiple Sections Relating to Sewer, 5 <br />Water and Stormwater Fees and Other Fees. 6 <br /> 7 <br />Motion carried 4-0. 8 <br /> 9 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 10 <br /> 11 <br />Councilmember Webster stated she attended the Community Services Advisory Council earlier 12 <br />in the month and had a chance to not only review the programs with the Community Services 13 <br />Department this year but in addition was able to hear updates from other members around the 14 <br />table. She also attended the St. Anthony Family Services Collaborative and it approved to work 15 <br />with Marius Nacie and he has initiated some restorative circles and engagement circles. She 16 <br />noted two have already been held and two more will be held in December. This is an 17 <br />opportunity for community members to come together virtually in a really safe place to get to 18 <br />know each other and in some ways start to rebuild some communication that may have been lost 19 <br />between residents and just a chance to connect. 20 <br /> 21 <br />Councilmember Randle stated he attended the Sister Cities annual meeting on Saturday, 22 <br />November 21st. He noted some members from Finland were able to join the meeting and three 23 <br />new Board Members were elected. The topic of conversation was about the 75th Anniversary 24 <br />and talk about the relationships between the St. Anthony Sister Cities and Solo Finland Sister 25 <br />Cities. There was also discussion on pen pals. He indicated Solo has a new Mayor as well as St. 26 <br />Anthony and there was discussion about having the two Mayors get together virtually. 27 <br /> 28 <br />VIII. COMMUNITY FORUM. 29 <br /> 30 <br />Mayor Stille invited residents to come forward at this time and address the Council on items that 31 <br />are not on the regular agenda. 32 <br /> 33 <br />Ms. Lona Doolan, 3511 Harding Street, stated she would like to remember Jay Hartman and his 34 <br />commitment to the City of St. Anthony. She explained when she thought of Jay some of the 35 <br />things that come to mind are his devotion to St. Anthony, his willingness to listen, his 36 <br />commitment to doing the right thing, his humble approach to solving problems and his constant 37 <br />support throughout the community. She stated she has worked with Jay so many times over the 38 <br />years and did not remember the first time she met him. She would like to recognize some of 39 <br />Jay’s work with organizations she has been involved with. Citizens for Sustainability, Friends of 40 <br />the Parks, St. Anthony Village Gardeners and Wilshire Park Ecology Club. She noted Jay 41 <br />helped them achieve their vision of a pollinator pathway through St. Anthony and took the idea 42 <br />they proposed with the Parks Commission in 2015 and he focused Green Corp. intern Kristin 43 <br />Seaman on making it a reality. Jay continued to refer interested residents to CFS for assistance 44 <br />in planning pollinator gardens. She reviewed some of the changes he helped make in regard to 45 <br />pollinator gardens. She explained Jay was a strong advocate for parks and helped find more 46 <br />4
