Parks and Environmental Commission Regular Meeting Minutes <br />June 8, 2020 <br />Page 2 <br /> <br /> 1 <br />Mr. Urdahl presented an update on Central Park. Updates are also available on the website. 2 <br />There has been some utility work completed in Central Park as potable water and a sewer 3 <br />project. He thanked the City for its help on these utility projects. The current electrical system 4 <br />is being studied. The transformer is 49 years old at Central Park. Excel Energy has checked it 5 <br />to see if it will be viable for years to come. Another project is the addition of cameras at the 6 <br />stadium field and the varsity softball/baseball field. 7 <br /> 8 <br />The concession stand and ticket booth need improvements. The bleacher seating area work 9 <br />will begin the summer of 2021 along with the press box. The feasibility study for synthetic 10 <br />turf and track for the stadium field. The School District is soliciting budget numbers for this 11 <br />project. 12 <br /> 13 <br />Commissioner Reed thanked Mr. Urdahl for this work on these projects. She asked about the 14 <br />cameras and who paid for the cameras to be installed. Mr. Urdahl stated the National 15 <br />Federation of High School Networks provided two of the cameras. The other two cameras 16 <br />cost $7000 which came from the School District. There is a $10 subscription fee per month. 17 <br />Commissioner Reed asked about the turf on the field and with the pandemic, how expensive 18 <br />would the turf cost. People have lost their jobs and even $3.50 additional taxes would be a 19 <br />concern. There were questions about how we can be more inclusive within the community. 20 <br />She suggested the school issues and synthetic turf be included in the 2020 - 2021 goals. The 21 <br />questions and input were received from Commissioner Reed’s neighbors. Mr. Urdahl stated 22 <br />Covid has an impact on the budget. Mr. Urdahl stated with the addition of the turf there would 23 <br />be more field access for emerging activities with the inclusion of all groups. 24 <br /> 25 <br />Commissioner Niemi asked about the cost of the transformer. Mr. Urdahl stated the school 26 <br />district owns the 49-year-old transformer. It is being discussed whether the transformer should 27 <br />be Excel owned or school district owned. The ownership of the transformer affects the energy 28 <br />rates. For the fees for the camera subscription how much would go back to the School 29 <br />District. Mr. Urdahl stated the funds would go back to help pay for the cameras. The School 30 <br />District amount is much lower than the National Federation receives. This would provide an 31 <br />opportunity for providing a safe way for people who do not want to attend the events in 32 <br />person. Commissioner Niemi asked what the cost is for the co-op with Spring Lake Park on 33 <br />the track. Mr. Urdahl estimated the cost to be $17,000 for the co-op. This does not include any 34 <br />travel cost. 35 <br /> 36 <br />Commissioner Reed asked if there could be track and field without artificial turf. Mr. Urdahl 37 <br />stated it would make sense to do both projects at the same time. Does the track must have 38 <br />artificial turf. She was concerned about the small rubber pieces on the track. Mr. Urdahl stated 39 <br />it is a safe playing surface. The MN High School League requires State games to be played on 40 <br />synthetic turf. 41 <br /> 42 <br />Commissioner Niemi asked if the turf project is done when would it happen and Mr. Urdahl 43 <br />stated the contractors would have either a Fall start or a Spring start.
