City Council Regular Meeting Minutes <br />November 24, 2020 <br />Page 3 <br />1 construction but evidently though in order to aleve the winter conditions and the extra costs <br />2 associated with it this is being pushed back into 2021, which is understandable. He indicated he <br />3 was surprised how far back it has been pushed, May 31, 2021 and he asked for an explanation as <br />4 to why this was pushed so far back. Mr. Evan Doran explained they used that date as an outside <br />5 date to give them some time to make sure that all of the winter conditions would be taken care of <br />6 such as thawing and frozen ground. He noted it is a matter of getting all of the items into the <br />7 proper sequence and proper timeframes. He noted their anticipation with the go date is really <br />8 April lst <br />9 <br />10 Councilmember Webster stated she has been thinking a lot about how the pandemic and <br />11 economic conditions may have likely impacted this project and she asked if this could be <br />12 discussed so the community is aware of some of the challenges that came with the financing and <br />13 how might the pandemic affect even the construction crews and the availability of SAC at that <br />14 point as well. Mr. Evan Doran indicated they have had nine months already to deal with COVID <br />15 and have seen what the seasonal adjustments of COVID has impacted the construction industry. <br />16 He reviewed some of the changes that have been made. <br />17 <br />18 Mayor Stille explained the surprising and encouraging aspect of that is the general lease up of <br />19 project seen throughout the community because he thought there would be some further impact <br />20 on that. <br />21 <br />22 Motion by Councilmember Webster, seconded by Councilmember Randle, to approve <br />23 Resolution 20-085; a Resolution Approving the Second Amendment to Contract for Private <br />24 Redevelopment between The Housing and Redevelopment Authority of St. Anthony, the City of <br />25 St. Anthony Village, Doran SLV, LLC, Doran St. Anthony, LLC, Doran SLV II, LLC. <br />26 <br />27 Motion carried 4-0. <br />28 <br />29 B. Resolution 20-086; a Resolution Approving Minor Subdivision at 2501 Lowry Avenue. <br />30 <br />31 Interim City Manager Yunker reviewed the resolution with the Council. <br />32 <br />33 Councilmember Randle indicated he was confused by this proposal and wondered what the <br />34 purpose of it is. Mr. Yunker explained this is a project in the very preliminary stage with a <br />35 developer looking to put in some senior and assisted living type units on track B and that is only <br />36 at the stage where staff has received the preliminary application and is at the staff comment <br />37 stage. It has yet to go to the Planning Commission or to the City Council. He noted this is done <br />38 to facilitate the possible future project. <br />39 <br />40 Motion by Councilmember Walker, seconded by Councilmember Randle, to approve Resolution <br />41 20-086; a Resolution Approving Minor Subdivision at 2501 Lowry Avenue. <br />42 <br />43 Motion carried 4-0. <br />44 <br />45 C. Ordinance 2020-03 an Ordinance Amending Multiple Sections Relating to Sewer, Water, <br />46 and Stormwater Fees and Other Fees. <br />
