City Council Regular Meeting Minutes <br />November 24, 2020 <br />Page 4 <br />1 <br />2 Interim City Manager Yunker reviewed the ordinance with the Council. <br />3 <br />4 Motion by Councilmember Webster, seconded by Councilmember Walker, to approve second <br />5 reading of Ordinance 2020-03; an Ordinance Amending Multiple Sections Relating to Sewer, <br />6 Water and Stormwater Fees and Other Fees. <br />7 <br />8 Motion carried 4-0. <br />9 <br />10 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />11 <br />12 Councilmember Webster stated she attended the Community Services Advisory Council earlier <br />13 in the month and had a chance to not only review the programs with the Community Services <br />14 Department this year but in addition was able to hear updates from other members around the <br />15 table. She also attended the St. Anthony Family Services Collaborative and it approved to work <br />16 with Marius Nacie and he has initiated some restorative circles and engagement circles. She <br />17 noted two have already been held and two more will be held in December. This is an <br />18 opportunity for community members to come together virtually in a really safe place to get to <br />19 know each other and in some ways start to rebuild some communication that may have been lost <br />20 between residents and just a chance to connect. <br />21 <br />22 Councilmember Randle stated he attended the Sister Cities annual meeting on Saturday, <br />23 November 21'. He noted some members from Finland were able to join the meeting and three <br />24 new Board Members were elected. The topic of conversation was about the 75th Anniversary <br />25 and talk about the relationships between the St. Anthony Sister Cities and Solo Finland Sister <br />26 Cities. There was also discussion on pen pals. He indicated Solo has a new Mayor as well as St. <br />27 Anthony and there was discussion about having the two Mayors get together virtually. <br />28 <br />29 VIII. COMMUNITY FORUM. <br />30 <br />31 Mayor Stille invited residents to come forward at this time and address the Council on items that <br />32 are not on the regular agenda. <br />33 <br />34 Ms. Lona Doolan, 3511 Harding Street, stated she would like to remember Jay Hartman and his <br />35 commitment to the City of St. Anthony. She explained when she thought of Jay some of the <br />36 things that come to mind are his devotion to St. Anthony, his willingness to listen, his <br />37 commitment to doing the right thing, his humble approach to solving problems and his constant <br />38 support throughout the community. She stated she has worked with Jay so many times over the <br />39 years and did not remember the first time she met him. She would like to recognize some of <br />40 Jay's work with organizations she has been involved with. Citizens for Sustainability, Friends of <br />41 the Parks, St. Anthony Village Gardeners and Wilshire Park Ecology Club. She noted Jay <br />42 helped them achieve their vision of a pollinator pathway through St. Anthony and took the idea <br />43 they proposed with the Parks Commission in 2015 and he focused Green Corp. intern Kristin <br />44 Seaman on making it a reality. Jay continued to refer interested residents to CFS for assistance <br />45 in planning pollinator gardens. She reviewed some of the changes he helped make in regard to <br />46 pollinator gardens. She explained Jay was a strong advocate for parks and helped find more <br />
