She also wondered if there was any objection of the Commission putting in 1 <br />criteria that none of the decibel levels would be over a certain point for any individual item, 2 <br />such as one hundred decibels. Mr. Tom Archambault did not deem it necessary for there to be 3 <br />an addition to hours of operation, considering all of the other commercial businesses within 4 <br />the area operate in longer hours, including his own. If the Commission wanted to put a 5 <br />stipulation on it, he asked that it be longer than what he has already proposed in all fairness, 6 <br />but he was not of the mindset that a Planning Commission or Government body should have 7 <br />to set that standard for them. He stated the second question as it pertained to adding a 8 <br />condition of one hundred decibels per each individual item, if that is added he would like the 9 <br />Commission to provide some research to show that they are not being too stringent and setting 10 <br />a standard that is not obtainable. He noted he could also do that and have his vendor do that 11 <br />as well. 12 <br /> 13 <br />Commissioner Neumann stated she agreed with Mr. Tom Archambault and thought 14 <br />Commissioner Socha likes to get overly involved with things that have nothing to do with 15 <br />what the Commission is supposed to do here as a Planning Commission from asking about 16 <br />decibels. She asked Commissioner Socha to put herself in her shoes. She stated it is no 17 <br />wonder that nobody wants to come to the City because they get picked at over things that do 18 <br />not really matter and are not really relevant. She indicated Commissioner Socha is a lawyer 19 <br />but did not know how she then becomes an aviation specialist, a builder, etc. This is the stuff 20 <br />that makes these meetings go for longer than they have to. Commissioner Neumann indicated 21 <br />this is her last meeting and she wanted to make sure that everyone hears what she has to say 22 <br />because she is not going to be on the Commission next year to make these comments. She 23 <br />thought it was really unreasonable, a lot of things that Commissioner Socha asks for. She 24 <br />explained Commissioner Socha argues about two inches, three inches, etc. and it is not backed 25 <br />up by anything and now she wants the City to pay for a study because one building is 26 <br />complaining and does not make sense. She stated they need to let this man live. 27 <br /> 28 <br />Commissioner Socha explained she understood the vacuum cleaners were going to be 75 29 <br />decibels, so she thought imposing the restriction of 100 decibels was proper. She was getting 30 <br />that information from materials that had been presented. This was to clarify where she came 31 <br />up with the suggestion of 100 decibels. 32 <br /> 33 <br />Commissioner Neumann stated that is not any of the Commission’s business. She asked if 34 <br />Commissioner Socha thought the applicant was really going to put up something that is illegal 35 <br />when he is using a company that does this for a living. She explained she did not understand 36 <br />these questions that get asked that make no darn sense. He is hiring an individual that does 37 <br />this, who has done this at multiple spots, and cares about the people in that building. She 38 <br />asked why did Commissioner Socha want, as a Planning Commission, put all of this stuff in 39 <br />there that limits and restricts the applicant unnecessarily. She indicated she did not 40 <br />understand why Commissioner Socha was asking for a condition with restricted hours unless 41 <br />every other business had that same condition. 42 <br /> 43 <br />Commissioner Socha explained she was trying to explore different options to mitigate, which 44 <br />is what she understands is what the Commission is tasked with. She stated she was not going 45 <br />to have any more response to her position. 46 <br />8
