Planning Commission Regular Meeting Minutes <br />December 15, 2020 <br />Page 4 <br /> <br />Mr. Tom Archambault explained they did not have a conversation, when it comes to 1 <br />construction and planning and things of that nature, there are a lot of moving parts and they 2 <br />had to start in one area which was finding out where the property lines were. In that same 3 <br />fashion, they wanted to do soil sampling and a Phase One Environmental Study for the shear 4 <br />fact that if they found things within those reports that deemed the property unbuildable, it 5 <br />would be a moot point and they would not need to have conversation with anybody until they 6 <br />would figure out how to mitigate those issues. Also, for budgetary purposes, if a plan were 7 <br />put together that was unaffordable then they would not need to discuss it. It is not a matter of 8 <br />avoiding the residents there, but they had to start someplace. He explained he does have a 9 <br />good relationship with the residents with The Kensington and many have supported his 10 <br />business for years. He noted they will continue to be a good neighbor and look at the 11 <br />concerns those residents have. 12 <br /> 13 <br />Ms. Cary Zahrbock, addressed the Commission and shared her concerns about the noise and 14 <br />exhaust. She asked what the hours of operation would be. 15 <br /> 16 <br />Mr. Tom Archambault explained currently they are looking to have lower hours of operation 17 <br />Monday through Friday, 8am to 5pm. Saturday and Sunday hours would tentatively be the 18 <br />same as Monday through Friday. 19 <br /> 20 <br />Ms. Fleming asked for confirmation that the car wash would be open seven days for nine 21 <br />hours a day. 22 <br /> 23 <br />Mr. Tom Archambault indicated that was correct. 24 <br /> 25 <br />Mr. Steve Baylor indicated he lived at The Kensington and was on the Board of Directors. He 26 <br />asked if there was anything else considered for that piece of property similar to a small 27 <br />grocery store or convenience store rather than a noisy, fumy car wash. 28 <br /> 29 <br />Mr. Tom Archambault indicated Mr. Baylor and he have had that conversation in the past 30 <br />with his background in the grocery business. But his background is in automotive and he does 31 <br />not know anything about a grocery business. He has heard that residents would like to see a 32 <br />grocery or convenience store there or it turned into a park, but he needed to do what he knew 33 <br />in order to find the most success which is why he looked at a car wash. 34 <br /> 35 <br />Chairperson Westrick closed the public hearing at 7:52 p.m. 36 <br /> 37 <br />Commissioner Neumann stated she noticed that the landowner seems to have a very good 38 <br />relationship and a good understanding of what the individuals living in that area are like. 39 <br />Also, to the point of if he owns already an automotive business, it makes sense that he would 40 <br />conveniently put in a car wash nearby. She thought it seemed smart and makes sense. It also 41 <br />would seem there would already be noise from the auto shop along with fumes and gas. She 42 <br />noted regarding noise, lawnmower are louder than what was indicated for vacuums. She 43 <br />noted the first letter that was written and put in the packet, stated this is a community where 44 <br />people are older and those things. She wondered if the writer was talking just about the area 45 <br />where they were living or if they are talking about St. Anthony Village as a whole because she 46 <br />4
