Planning Commission Regular Meeting Minutes <br />December 15, 2020 <br />Page 5 <br /> <br />has lived in the City since 2006 in various capacities, is in her forties, a person of color, and a 1 <br />black woman of African descent. There are not many of them here, but she thought there has 2 <br />been in increase with a Mosque coming in so more Africans who are new Americans, like 3 <br />herself, have entered the City and are coming in more and more. The point she wanted to 4 <br />make is there was a whole space at Walmart vacated that ended up being leveled for building 5 <br />housing for seniors and there are other places that have car washes that are local around here. 6 <br />However, it seems to her that this gentleman, from the way he is speaking, it does not sound 7 <br />like he is going to be bringing a jenky enterprise in to build something that is going to have all 8 <br />of this noise. 9 <br /> 10 <br />Commissioner Neumann noted another speaker, Mr. Hess, indicated they have a right to enjoy 11 <br />their property, which she does not disagree. She lives on the Ramsey County side and there is 12 <br />not one day that goes by where she is not getting harassed in her own home. She understands 13 <br />that there are things that happen right where they live that they cannot always have it be 14 <br />exactly how you want, but to block something that might potentially benefit the community as 15 <br />a whole and also serve Northeast Minneapolis, because she owned a house on Lincoln Street, 16 <br />it just seems to be the modus operandi of individuals living in St. Anthony who are coddled, 17 <br />nurtured, sheltered, and for whom the decisions are made to benefit them. Commissioner 18 <br />Neumann stated in her opinion there is just a lot of whining that she did not think was 19 <br />necessary. She noted this is her last meeting. She wanted to thank everyone for these last 20 <br />three years, to speak her peace, and represent individuals who are told they do not live here. 21 <br /> 22 <br />Commissioner Erickson stated his observation that he could not think of a car wash on a 23 <br />development like this with a car wash building and room for two traffic lanes and several 24 <br />parking spots and vacuum stalls. He asked if they were sure this will all fit on a parcel that is 25 <br />less than an acre. The way he sees the diagram, it looks like the cars that go behind the 26 <br />building and are cued up to enter the car wash, if that line got to be long enough, it may block 27 <br />cars exiting the car wash. He asked if that has been considered as well. 28 <br /> 29 <br />Mr. Grittman indicated staff was comfortable with what the applicants have shown will fit on 30 <br />the site. He thought the stacking was unique and unusual because normally you would not see 31 <br />stacking like this. In this case, it would be unlikely that the stacking lane would back up into 32 <br />the exit and interfere with that because there are so many available stacking spots. 33 <br /> 34 <br />Commissioner Payne indicated the car wash he frequents the most in St. Anthony is on the 35 <br />block of 38th and Stinson and it appears that the entrance of that car wash is approximately 36 <br />fifty to one hundred feet from the balconies of The Landings multi-family units in that part of 37 <br />town. He wondered if there has been any type of feedback to the City or the car wash owner 38 <br />about issues with noise because it seems that the two businesses would be similar. 39 <br /> 40 <br />Mr. Grittman indicated he was not aware of anything from the Code Enforcement 41 <br />Department. 42 <br /> 43 <br />Commissioner Socha indicated she was quite interested in Ms. Flemings comment about the 44 <br />criteria she quoted and finds it unlikely that property values would drop in half. But the 45 <br />concerns being expressed seemed valid about fumes and radio noises and that would have 46 <br />5
