He indicated he was eager to see how this works out and is hoping it will work out well. Mayor Stille indicated there is another step which is the development agreement and will have to be recorded in conjunction with Final PUD with the County. He asked if the development agreement will come back before the City Council. Mr. Grittman stated that was correct. The Council will have to approve the development agreement as a separate formal action. 9 Mayor Stille asked if there will be things such as posting a letter of credit or cash to make sure 10 the trees are planted and are seasoned so they do not die, things of that nature. Mr. Grittman 11 explained there will be securities to secure the survival of the landscape installation and other 12 site improvements. The securities will be primarily for private improvements on the site. 13 14 Mayor Stille explained the maintenance of this project is the modular construction component, 15 which he is excited. He thought this can be done right and a model for other housing throughout 16 the region. 17 18 It was noted the developer was at the meeting to answer questions. 19 20 Councilmember Webster explained out of an abundance of caution and in order to avoid even the 21 perception of a conflict of interest she will be recusing herself from discussion or voting on the 22 final PUD approval, Resolution 20-089 and also Ordinance 2020-04 due to her personal 23 appointments. 24 25 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution 26 20-089; a Resolution Approving a Request for a Final Plan Stage PUD for the Interstate 27 Development Multi -Family Residential Project of 38 Dwelling Units at 3725 Stinson Boulevard 28 NE. 29 30 Ayes — 4, Nays — 0, Abstain —1 (Webster). Ordinance 2020-04: an Ordinance Amending Title XV of the St. Anthony City Code, 33 known as the Zoning Ordinance, by Amending the Silver Lake Village Planned Unit 34 Development District by Revising the PUD District Development Plans to Convert the 35 Land Use on the Following Parcel to a 38 Unit Multi -Family Residential Development 36 and Appurtenant Accessory Uses: PID 31-30-23-33-0209. 37 38 City Planner Grittman reviewed the ordinance with the Council. 39 40 Motion by Councilmember Jenson, seconded by Councilmember Randle, to adopt Ordinance 41 2020-04; an Ordinance Amending Title XV of the St. Anthony City Code, known as the Zoning 42 Ordinance, by Amending the Silver Lake Village Planned Unit Development District by 43 Revising the PUD District Development Plans to Convert the Land Use on the Following Parcel 44 to a 38 Unit Multi -Family Residential Development and Appurtenant Accessory Uses: PID 31- 45 30-23-33-0209 Title XV of the St. Anthony City Code, known as the Zoning Ordinance, by 46 Amending the Silver Lake Village Planned Unit Development District by Revising the PUD
