He indicated <br />he was eager to see how this works out and is hoping it will work out well. <br />Mayor Stille indicated there is another step which is the development agreement and will have to <br />be recorded in conjunction with Final PUD with the County. He asked if the development <br />agreement will come back before the City Council. Mr. Grittman stated that was correct. The <br />Council will have to approve the development agreement as a separate formal action. <br />9 Mayor Stille asked if there will be things such as posting a letter of credit or cash to make sure <br />10 the trees are planted and are seasoned so they do not die, things of that nature. Mr. Grittman <br />11 explained there will be securities to secure the survival of the landscape installation and other <br />12 site improvements. The securities will be primarily for private improvements on the site. <br />13 <br />14 Mayor Stille explained the maintenance of this project is the modular construction component, <br />15 which he is excited. He thought this can be done right and a model for other housing throughout <br />16 the region. <br />17 <br />18 It was noted the developer was at the meeting to answer questions. <br />19 <br />20 Councilmember Webster explained out of an abundance of caution and in order to avoid even the <br />21 perception of a conflict of interest she will be recusing herself from discussion or voting on the <br />22 final PUD approval, Resolution 20-089 and also Ordinance 2020-04 due to her personal <br />23 appointments. <br />24 <br />25 Motion by Councilmember Jenson, seconded by Councilmember Walker, to approve Resolution <br />26 20-089; a Resolution Approving a Request for a Final Plan Stage PUD for the Interstate <br />27 Development Multi -Family Residential Project of 38 Dwelling Units at 3725 Stinson Boulevard <br />28 NE. <br />29 <br />30 Ayes — 4, Nays — 0, Abstain —1 (Webster).
