3 <br />Noise Pollution <br />I am aware of no study that has been done to quantify the level <br />of noise that will be in our neighborhood after this project is <br />complete. However, I have a swing set in my backyard. If <br />children play on the swing set, I want them to be able to do so <br />without damaging their hearing. I want my children to be able to <br />sleep at night. I have no confidence that the carwash, if <br />approved, will not result in disruption to my family. The <br />Minnesota Pollution Control Agency has set thresholds for <br />noise in residential areas. The project has not demonstrated <br />that noise in our neighborhood will be below those thresholds <br />upon completion. It has not demonstrated that noise will be <br />below thresholds during construction. This work needs to be <br />done before anything can be approved on this site. <br /> <br />Air Pollution <br />I have no idea what impact a number of idling cars will have on <br />the air in the alley, but I want people to be able to walk down <br />the alley and use their garages without suffering ill effects from <br />fume inhalation. I want our neighbors at the Kenzington to be <br />able to use their balconies without suffering ill effects from <br />exhaust. I am aware of no study that has been done to study <br />these impacts. <br /> <br />Lighting <br />I am very concerned about the light pollution that could be <br />produced by this project. Bedroom windows in my house face <br />the site. Children sleep in those rooms. Light pollution from the <br />construction project and/or from the finished project could <br />negatively impact my children. It could cause issues with their <br />sleep. It could cause issues with their ability to learn in school. <br />It could be detrimental to our quality of life. <br /> <br />I do not believe the proposed project has done the necessary <br />work to address any of these issues. In order to approve, the <br />Council must find that the use is not detrimental to health, <br />safety, and general welfare of persons residing or working in <br />the vicinity or to the values of property in the vicinity. <br /> <br />However, this project, if approved, will be detrimental to <br />general welfare. There is also good reason to suspect that it <br />could lower property values and cause ill effects on health. For <br />those reasons, the council should reject the application. <br /> <br />In addition, the council should review the qualifications of <br />members of the Planning Commission members and offer <br />training or take other steps to ensure competent work by the <br />members. <br />82
