City Council Regular Meeting Minutes <br />January 26, 2021 <br />Page 14 <br /> <br /> 1 <br />Mayor Stille thought the Council was ok with tabling this item for 120 days or until March 17, 2 <br />2021 and if the City does not act on this by March 17th then the proposed Conditional Use Permit 3 <br />is automatically approved. Mr. Grittman indicated that it would be approved as submitted, 4 <br />without the added conditions. Mayor Stille asked if there is time to do these studies. Mr. 5 <br />Grittman indicated he did not have an answer for that. Mr. Yunker indicated this would have to 6 <br />come before the Council at the March 9th meeting. 7 <br /> 8 <br />Mayor Stille was not sure if there needed to be a motion on this but could designate this as being 9 <br />tabled and he thought there were at least three Councilmembers who agreed for tabling. 10 <br /> 11 <br />Consensus of the Council was to table this item to the March 9, 2021 City Council meeting with 12 <br />instructions of visiting with the applicant and assembling reports. 13 <br /> 14 <br />Mr. Archambault asked the reason why this item is being tabled and what did he need to do. He 15 <br />thought there needed to be a motion to either vote yes or no or tell him what to do. Mayor Stille 16 <br />indicated the Council did not need to vote at this time. He explained to Mr. Archambault that 17 <br />staff will be in contact with him about various studies that needed to be done. Mr. Grittman 18 <br />noted one other item that is at issue, generally is the property value discussion. Mr. Archambault 19 <br />explained he would go along with the studies, but he would not agree to looking at property 20 <br />values. Mayor Stille agreed because he felt that people living next to commercial property will 21 <br />have to anticipate some of that. 22 <br /> 23 <br />VI. GENERAL BUSINESS OF COUNCIL. 24 <br /> 25 <br />A. Snow and Ice Control Presentation. 26 <br /> 27 <br />Public Works Superintendent Gumke had to leave the meeting, so Mayor Stille tabled the 28 <br />presentation until the February 9, 2021 City Council meeting. 29 <br /> 30 <br />Mr. Gumke appeared back in the meeting to give his presentation to the City Council. 31 <br /> 32 <br />Mayor Stille indicated with regard to sidewalks, the City Ordinance requires the community to 33 <br />shovel the sidewalks, but Public Works does the basic stuff. He did encourage the community to 34 <br />participate on shoveling the sidewalks if they live along them for walkability. 35 <br /> 36 <br />Mayor Stille thanked Mr. Gumke for his presentation. 37 <br /> 38 <br />B. Resolution 21-018; a Resolution Approving the Hiring of Charlie Yunker as the City 39 <br />Manager for the City of St. Anthony. 40 <br /> 41 <br />Mayor Stille reviewed the resolution with the Council. He noted the City has been looking for a 42 <br />City Manager since Mr. Casey left in September and the City went through a process and 43 <br />selected four finalists to interview and on January 19th the Council interviewed those four people 44 <br />and deliberated. He was pleased to introduce Mr. Charlie Yunker who is an eight-year employee 45 <br />of St. Anthony. He reviewed Mr. Yunkers education and work history and expressed Mr. 46 <br />14
