Mayor Stille
Council Member Jenson
Council Member Randle
Council Member Walker
Council Member Webster

March 4, 2021

Council and Mayor,

My name is Dave Colling. I live at 2708 27th Ave NE. I am writing today in regards to the proposed car
wash on Kenzie Terrace. I know there has been many others writing in opposition to the proposal on
many fronts, today I am writing about what I have learned talking to several neighbors of Tommy’s
Express Wash in New Hope, the car wash that I understand to be of the same design and built by the
same builder as the proposed car wash in St. Anthony Village.

Many of my neighbors on 27th, in the Kenzington Condominiums, and the nearby surrounding area have
been raising their concerns about the potential for noise, traffic, and pollution from the proposed project.
Those concerns have been called unfounded and “a fear of the unknown” by the business owner. I
decided to travel to New Hope to the same car wash the city engineer is using as a model for the
measurements of sound and pollution asked for by the council and mayor. I trust the city engineer and
the team of engineers tasked with studying the New Hope car wash will take accurate measurements of
the machinery and mechanics of the car wash, but I felt what was missing was the real world application
of those machines by the people using them, the customers.

I visited the New Hope car wash on Saturday February 27, around noon. I parked my car across the
street from the duplex on Maryland, kitty corner from the car wash. As soon as I pulled in to the parking
lot I could already hear the radio of one of the customers using the vacuums, my car was running with
the windows up, I was approximately 75-100 feet away. When I stepped out of my car the music
sounded like it was coming from next to me it was so loud. The customers were also speaking to one
another as they used the vacuums, but to do so they obviously had to speak at a louder volume than the
vacuums, again they were easily heard from where I had parked. I walked across the street to knock on
the door of duplex home nearest that sits just to the south behind a 8 ft wooden fence at 5543 Maryland
Ave N. from the time I walked to the door from my car I heard a loud recorded message playing every
time a car entered the washing area giving them directions to remove their foot from the brake, this
message played about every 90 seconds and was easily heard from the street. I knocked on the door
but no one was home, I left a not with my phone number.

I arrived home and received a call about an hour after leaving the note from resident of 5543 Martland,
Doug Nygaard. Mr. Nygaard was very happy to talk about the problems he has had with the car wash
since the day it opened, primarily the noise coming from the customers using the vacuums. He has said
he regularly has had to contact the car wash about the noise he can hear inside and outside his home.
He also told me about the trash that has blown from the vacuum area into the streets in front of their
homes. Mr. Nygaard was also aware of others that have been complaining, including the Dentist office
across the street to the East. I contacted the Dentist office on MOnday, they also said they have had to
211
