Page 2 <br />2.0 PROPOSED CARWASH AND LOCATION <br /> <br />The layout of the proposed carwash is shown on Figure 2.1. While some recommendations for <br />improvements to mitigate visual and sound impacts have been made by the City of St. Anthony, <br />no final plans for the project have been prepared. Since the noise analysis requires specific <br />information, this noise assessment is based upon the plan shown in Figure 2.1. Recommended <br />changes by the City are discussed in Section 6.0 of this report. <br /> <br />The planned building layout shows the entry and initial washing at the west end of the building <br />closest to the Kenzington Condominiums and final drying and exit at the east end of the building, <br />directed away from the Condominiums. Vacuum stations are located along the south side of the <br />building. <br /> <br />An aerial photograph of the area is shown on Figure 2.2 with the carwash plan superimposed. <br />This shows that, in additional to the Kenzington Condominiums, there are single family homes <br />north of the site and Walker Methodist housing to the south. The single-family homes face NE <br />27th Avenue and are further from the Condominiums, but noise receptors are located on the south <br />side of the homes. Noise receptor sites are also assumed for the Walker residence for <br />completeness. <br /> <br />A background sound level monitor was located on the northeast corner of the Kenzington <br />Condominiums to provide some information on existing sound levels associated with traffic along <br />Kenzie Terrace. <br /> <br /> <br /> <br />68
