WSB Engineering Carwash Noise Impact Assessment
David Braslau Associates, Inc. Page 1
1.0 INTRODUCTION
1.1. Study Description
This Carwash Noise Impact Assessment presents results of sound level projections at residential
receptors adjacent to the proposed Boulevard Autoworks car wash facility in the City of
St. Anthony. The projected sound levels are compared with state noise standards for residential
land uses and general recommendations presented to bring levels down below the standards. The
site is located at 2701 Kenzie Terrace, immediately east of the Kenzington Condominiums.
1.2. Study Objectives

The objective of the study is to determine compliance of sound levels with the Minnesota Noise
Standards. These standards are presented Table 1.1. The Kenzington Condominiums are
adjacent to the site on the west. Walker Methodist housing is located south of the site and single-
family homes facing NE 27th Avenue are located north of the site. These all fall under the NAC-1
classification that includes residential land uses. The standards are presented in Table 1.1.
Table 1-1 Minnesota Noise Standards (Mn. Rules 7070.0040)
Noise Area Classification Daytime Nighttime
Noise Metric L50 L10 L50 L10
NAC-1 (residential and sensitive areas) 60 65 50 55

The L50 refers to levels that occur more than 50% of an hour while the L10 refers to levels that
occur more than 10% of an hour. The daytime period includes hours between 7:00 am and 10:00
pm. The nighttime period includes hours between 10:00 pm and 7:00 am.

67
