2020 Annual Report • Fire Department • St. Anthony Village, Minnesota

20 | Page

As we saw so many changes in 2020, we will
continue to adapt for the future. Technology
and social media will continue to play a huge
role in how we present our message to the
public. Staying ahead of trends in fire safety
and being able to present these in a way that
the public can learn from them will be one of
our top priorities. As the fire service adapts to
becoming an overall hazard response agency,
we will need to take this all into consideration. As we have moved to education on things such
as medical topics, we will see our teaching move toward an extended array of topics. One major
change that we saw come out of 2020, was the increase in available online education classes. As
we utilize this for our prevention messages, we will also be able to grow our education by
taking advantage of these online trainings. All these will be things that we will continue to grow
and learn from.

BLUE CARD
By Lieutenant Alex Van Galder
St. Anthony Fire Department recently completed one of the most comprehensive incident
management trainings offered. The program dubbed, Blue Card Incident Command Training
System, or Blue Card for short, was developed in Phoenix, AZ by Alan Brunacini, former chief
of Phoenix Fire Department. The goal of this program was to streamline the initial set up and
continued support for operations in hazardous areas. To fully understand the value of this
training, it helps to have an idea of what the training covers and how it’s being implemented.
There are a lot of moving pieces during a structure fire, and every department handles them a
little bit differently depending on a number of things. One of the most critical tasks in all fires is
to establish is incident command (IC). This position oversees the entire fire ground and makes
decisions based on the current problem, and using experience and knowledge to forecast
potential issues down the road. Then, through constant reevaluation and progress updates, the
strategies and tactics used to solve a problem adapt to meet the demand. Blue Card was
designed to provide more comprehensive support and planning in a way that is quickly
executed, flexible, and maintains control over out of control situations.
