ANTHONY 1 <br />CITY COUNCIL REGULAR MEETING MINUTES 2 <br />APRIL 27, 2021 3 <br /> 4 <br />CALL TO ORDER. 5 <br /> 6 <br />Mayor Stille called the meeting to order at 7:00 p.m. 7 <br /> 8 <br />PLEDGE OF ALLEGIANCE. 9 <br /> 10 <br />Mayor Stille invited the Council and audience to join him in the Pledge of Allegiance. 11 <br /> 12 <br />ROLL CALL. 13 <br /> 14 <br />Present: Mayor Stille, Councilmembers Jenson, Randle, Walker and Webster. 15 <br />Absent: 16 <br />Also Present: City Manager Charlie Yunker, Nine North Executive Director Dana Healy, City 17 <br />Engineer Justin Messner, Ehlers & Associates Keith Dahl, 18 <br />City Planner Steve Grittman, and Police Captain Jeff Spiess 19 <br /> 20 <br /> 21 <br />CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 22 <br />ITEMS. 23 <br /> 24 <br />I. APPROVAL OF APRIL 27, 2021 CITY COUNCIL MEETING AGENDA. 25 <br /> 26 <br />Motion by Councilmember Webster, seconded by Councilmember Jenson, to approve the City 27 <br />Council Meeting Agenda of April 27, 2021 as presented. 28 <br />Motion carried 5-0. 29 <br /> 30 <br />II. PROCLAMATIONS AND RECOGNITIONS. 31 <br /> 32 <br />A. Presentation from NineNorth’s Executive Director. 33 <br /> 34 <br />Ms. Dana Healy, Executive Director of NineNorth provided a PowerPoint presentation review of 35 <br />the value NineNorth brought to the City. NineNorth produces community focused digital media 36 <br />to educate and engage. They have reduced their overhead expenses by 33%. The core services 37 <br />include web streaming, virtual events, municipal meeting coverage, cable playback, video 38 <br />production and social media. In 2020 services provided to St. Anthony included 3,238 Meeting 39 <br />Views and 2,132 Landing Page Views; 40 City Meetings; 48 Web Stream Events; 728 Cable 40 <br />Play Backs; Quarterly Report – COVID 19; and Social Media. Audience is built in four locations 41 <br />Facebook, Instagram, LinkedIn and E-newsletter. Ms. Healy reviewed Zoom was ready and 42 <br />operational for the City on April 14, 2020 since the first pandemic-related City Meeting 43 <br />cancellation on March 17, 2020. When the pandemic hit, equipment was difficult to obtain. 44 <br />NineNorth was able to outfit the City within the needed timeframe. Closed captioning 45 <br />capabilities are being researched. They currently support nine metro cities. The staff has 136 46 <br />years of expertise. NineNorth provides recommendations to the City to maintain the equipment 47 <br />and replace as necessary.
