Resolution 21-049; a Resolution Ordering Preparation of Feasibility Report for 2022 3 <br />Street and Utility Improvements. 4 <br /> 5 <br />Mayor Stille disclosed he lives on one of the streets in the project. The City Attorney advised 6 <br />Mayor Stille that he is fine with voting on this, because it does not only include his street. None 7 <br />of the Councilmembers had any issue with this. 8 <br /> 9 <br />City Engineer Justin Messner reviewed Council is requested to approve the resolution ordering 10 <br />preparation of a Feasibility Report for 2022 Street and Utility Improvements. The method for 11 <br />selection of projects was reviewed. 12 <br /> 13 <br />This project proposes the following locations for street and utility reconstruction: 14 <br />• Rankin Road from 33rd Avenue NE to 31st Avenue NE 15 <br /> 16 <br /> This project also proposes the following locations for bituminous mill and overlay: 17 <br />• Crestview Drive from 29th Avenue NE to 31st Avenue NE 18 <br />• Armour Terrace from Silver Lake Road to Crestview Drive 19 <br />• Bell Lane from Armour Terrace to Crestview Drive 20 <br />• East Gate Road from Crestview Drive to Rankin Road 21 <br />• Coolidge Street Alley from Murray Avenue to 29th Avenue NE 22 <br />• Murray Avenue/St. Anthony Boulevard Alley from Wilson Street to Coolidge Street 23 <br />• 29th Avenue NE/St. Anthony Boulevard Alley bounded by 29th Avenue NE, Roosevelt 24 <br />Street, St. Anthony Boulevard and Stinson Boulevard. 25 <br /> 26 <br />Mr. Messner reviewed each project in detail and indicated the location on a map. The project 27 <br />schedule continues with Council Accepting Feasibility (August 24, 2021); 1st Public 28 <br />Informational Meeting (September 2021); 2nd Public Informational Meeting (November 2021); 29 <br />Council approving plans (December 2021); Open Bids/Compute Assessments (February 2022); 30 <br />3rd Public Informational Meeting (March 2022); Public Hearing/Award Contract (April 2022); 31 <br />Begin Construction (June 2022); Substantial Completion (September 2022); and Final Paving 32 <br />(June 2023). 33 <br /> 34 <br />Additional information regarding street reconstruction projects for the City of St. Anthony, can 35 <br />be found by visiting the “St. Anthony Village Reconstruction Process” webpage located under 36 <br />the “Projects” tab on the City’s website at http://www.savmn.com. 37 <br /> 38 <br />Councilmember Webster thanked Mr. Messner for his overview. Councilmember Webster stated 39 <br />a resident reached out to her asking if the alley between St. Anthony Boulevard and Murray was 40 <br />scheduled to be fixed and she thanked Mr. Messner for providing that information. When the 41 <br />project schedule is laid out, is this a WSB project schedule or is it a requirement since an 42 <br />assessment is involved. Mr. Messner stated the Minnesota Statute Chapter 429 dictates 43 <br />assessment policies which lays out the meetings required. 44 <br /> 45 <br />2
