Staff has reviewed the application and offers the following comments: <br />A.Applicant was advised of the state COVID-19 Preparedness Plan Guidance: Requirements for Outdoor <br />Venues and asked to submit back a plan showing how they will comply with these requirements. As of <br />the update to the Stay Safe MN document May 17, 2021, there are no longer restrictions or <br />requirements for outdoor venues. <br />B.Staff recommends bathrooms be brought in given the expected event attendance. Bathroom <br />companies recommend 1 bathroom per 100 attendants. <br />C.Staff recommends trash receptacles be brought in given the expected event attendance. Staff <br />recommends 1 trash receptacle per 100 attendants placed throughout the event. <br />D.Amplified music-applicant provided that amplified sound will be used. Staff requests additional <br />information on the location and hours of the amplified sound. <br />E.Insurance-The city requires the applicant to obtain any or all of the following insurance coverage, in at <br />least the coverage amounts contained below. Staff recommends proof of insurance prior to event. <br />The applicant provided the following details on the staff comments: <br />•COVID Preparedness Plan: As of May 17, 2021 there are no longer restrictions or requirements from <br />Stay Safe MN for outdoor venues <br />1)Occupancy limitations will be monitored by hosts at the entrance (Need square footage <br />measurement or occupancy limit of area from city) <br />2)Separate entrance and exit, both monitored throughout the day <br />3)Temperature checks and COVID questionnaire for all patrons <br />4)Masks required for entry and masks available at entrance <br />5)Social distancing required <br />6)Designated eating area(s) <br />7)Electronic ordering and payment options for vendors to minimize physical contact <br />8)Ticket purchases available at multiple stands for food, drinks, and services to limit cash distribution <br />9)COVID vaccine card with ID required for patrons opposed to wearing masks* <br />10)Hand sanitizer available at every station <br />11)Minimum of 12 feet distance between performers and patrons <br />12)Masks and gloves required for all vendors <br />*If possible at time of event <br />•3 temporary bathrooms will be rented from portapottyservice.com <br />•10 trash bins will be donated <br />•Amplified sound will be used for stage throughout the duration of the event <br />•Certificate of Insurance was provided <br />RECOMMENDATION <br />Staff recommends approval of the Special Event Permit to hold the Juneteenth Celebration on June 19th, 2021 10 <br />AM to 10 PM at the upper parking lot at Central Park. <br />ATTACHMENTS: <br />•Special Event Permit <br />•Insurance certificate <br />•Map of event <br />38
