Resolution 21-049; a Resolution Ordering Preparation of Feasibility Report for 2022 <br />4 Street and Utility Improvements. <br />5 <br />6 Mayor Stille disclosed he lives on one of the streets in the project. The City Attorney advised <br />7 Mayor Stille that he is fine with voting on this, because it does not only include his street. None <br />8 of the Councilmembers had any issue with this. <br />9 <br />10 City Engineer Justin Messner reviewed Council is requested to approve the resolution ordering <br />11 preparation of a Feasibility Report for 2022 Street and Utility Improvements. The method for <br />12 selection of projects was reviewed. <br />13 <br />14 This project proposes the following locations for street and utility reconstruction: <br />15 • Rankin Road from 33`d Avenue NE to 315f Avenue NE <br />16 <br />17 This project also proposes the following locations for bituminous mill and overlay: <br />18 • Crestview Drive from 29th Avenue NE to 31 St Avenue NE <br />19 • Armour Terrace from Silver Lake Road to Crestview Drive <br />20 • Bell Lane from Armour Terrace to Crestview Drive <br />21 • East Gate Road from Crestview Drive to Rankin Road <br />22 • Coolidge Street Alley from Murray Avenue to 29th Avenue NE <br />23 • Murray Avenue/St. Anthony Boulevard Alley from Wilson Street to Coolidge Street <br />24 • 29th Avenue NE/St. Anthony Boulevard Alley bounded by 29th Avenue NE, Roosevelt <br />25 Street, St. Anthony Boulevard and Stinson Boulevard. <br />26 <br />27 Mr. Messner reviewed each project in detail and indicated the location on a map. The project <br />28 schedule continues with Council Accepting Feasibility (August 24, 2021); 1 St Public <br />29 Informational Meeting (September 2021); 2nd Public Informational Meeting (November 2021); <br />30 Council approving plans (December 2021); Open Bids/Compute Assessments (February 2022); <br />31 3rd Public Informational Meeting (March 2022); Public Hearing/Award Contract (April 2022); <br />32 Begin Construction (June 2022); Substantial Completion (September 2022); and Final Paving <br />33 (June 2023). <br />34 <br />35 Additional information regarding street reconstruction projects for the City of St. Anthony, can <br />36 be found by visiting the "St. Anthony Village Reconstruction Process" webpage located under <br />37 the "Projects" tab on the City's website at http://www.savmn.com. <br />38 <br />39 Councilmember Webster thanked Mr. Messner for his overview. Councilmember Webster stated <br />40 a resident reached out to her asking if the alley between St. Anthony Boulevard and Murray was <br />41 scheduled to be fixed and she thanked Mr. Messner for providing that information. When the <br />42 project schedule is laid out, is this a WSB project schedule or is it a requirement since an <br />43 assessment is involved. Mr. Messner stated the Minnesota Statute Chapter 429 dictates <br />44 assessment policies which lays out the meetings required. <br />45 <br />
