<br />June 3, 2021 <br /> <br /> <br /> <br />Mr. Jeremy Gumke <br />Public Works Superintendent <br />City of St. Anthony Village <br />3301 Silver Lake Rd, St. Anthony, MN 55418 <br /> <br />Re: Proposal for Engineering Design and Bidding Services <br /> Water Tower No. 1 Rehabilitation <br /> <br />Dear Jeremy, <br /> <br />We appreciate the opportunity to submit this letter proposal to the City of St. Anthony Village <br />to provide engineering design and bidding services for the rehabilitation of Water Tower No. <br />1. The water tower inspection report identified several structural and coating issues that <br />need to be addressed. The exterior and interior dry coatings are over 20 years old and have <br />surpassed their life expectancy. Coatings on water towers are typically replaced every 20 <br />years or more frequently to protect the underlying steel surfaces from corrosion. <br /> <br />We will provide the following services for the design and bidding services. Construction and <br />post-construction services will be proposed after bidding when the contractor is known. <br /> <br />DESIGN SERVICES <br /> <br />a) Coordinate and attend a kick-off meeting with City staff. <br /> <br />b) Review the inspection report and recommendations. <br /> <br />c) Prepare specifications and bidding documents for construction. The drawings and <br />specifications will be submitted for review and approval by the Minnesota <br />Department of Health (MDH). The MDH Plan review fees will be paid by the City. <br /> <br /> The specifications and drawings for the Water Tower No. 1 Rehabilitation will <br />consider the recommendations made in the Elevated Water Tank Inspection Report <br />dated November 2020. The work will include the coatings/treatments and structural <br />improvements for both the interior and exterior of the tower using SSPC, ASTM and <br />other standards of the industry and structural improvements as recommended in the <br />inspection report. <br /> <br />d) Prepare project manual with front-end and technical specifications and drawings for the <br />bidding documents. <br /> <br />e) Attend a final design meeting with the City to discuss the final bidding documents. <br /> <br />f) Prepare final construction cost estimate prior to bidding. <br /> <br />BIDDING SERVICES <br /> <br />a) Print and distribute bidding documents to stakeholders. <br />
