City Council Regular Meeting Minutes <br />May 25, 2021 <br />Page 3 <br />1 City Manager Yunker reviewed Kelly Ibekwe has requested the use of the Upper parking lot at <br />2 Central Park for a Juneteenth Celebration on June 19th, 2021 from 10:00 a.m. to 10:00 p.m. The <br />3 original request included the pavilion which had been previously reserved. The event will be a <br />4 showcase of artists and entrepreneurs to celebrate Juneteenth — a holiday celebration the <br />5 emancipation of those who had been enslaved in the United States. The activities will include <br />6 food vendors, business booths displaying and selling products and performers on stage (singers, <br />7 poets, dancers). Since the request involves City Property, amplified music and expects to exceed <br />8 100 attendees; a Special Event Permit is required. <br />9 <br />10 Mr. Yunker provided staff comments after review of the application and the applicant's <br />11 responses to those comments. Staff recommends approval of the Special Event Permit. <br />12 <br />13 Councilmember Walker asked who has the pavilion reserved and Mr. Yunker stated he does not <br />14 recall who had reserved it. Councilmember Walker stated he was concerned if there were two <br />15 activities having music there may be a conflict. City Manager Yunker will research if the other <br />16 group is having music. The groups plan is to encourage COVID safety being in place. <br />17 Councilmember Walker is concerned attendees may not want to wear masks. City Manager <br />18 Yunker stated masks would be available for those wishing to wear masks. Councilmember <br />19 Walker asked about the social distancing requirement and Mr. Yunker stated after the State <br />20 restrictions were lifted the applicant has not been contacted. <br />21 <br />22 Councilmember Jenson stated he is in favor of this event but asked when the pavilion is rented <br />23 there is a fee and asked if there is a fee to the parking lot. Mr. Yunker stated there is no fee <br />24 attached to this event. <br />25 <br />26 Councilmember Walker stated it is great that this resident is organizing this activity and he is <br />27 looking forward to the event. <br />28 <br />29 Mayor Stille stated the applicant followed procedures and requested approval in plenty of time. <br />30 They provided a certificate of insurance and addressed all issues. This shows respect to the City <br />31 for the rental. Mayor Stille wishes the best for the event. The applicant was not present or online. <br />32 <br />33 Motion by Councilmember Walker, seconded by Councilmember Jenson, to adopt Resolution <br />34 21-052; a Resolution Approving the Special Event Permit for Juneteenth Celebration hosted by <br />35 Kelechi (Kelly) Ibekwe at Central Park Upper Parking Lot June 19, 2021, 10:00 a.m. to 10:00 <br />36 p.m. <br />37 Motion carried 4-0. <br />38 <br />39 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />40 <br />41 City Manager Yunker had no report. <br />42 <br />43 Councilmember Jenson stated on May 14 he attended the Ramsey County Local League of <br />44 Governments monthly program meeting followed by the Ramsey County Local League of <br />45 Governments Executive Committee meeting. On May 15, he attended Coffee with the Council <br />46 with Councilmember Webster. On May 17, he met with Faith Dunn and Brianna Johnson of the <br />
