2020 Annual Report • Finance Department • St. Anthony Village, Minnesota <br /> <br /> <br /> <br />19 <br /> <br /> <br />STREET <br />IMPROVEMENT <br />PLANNING <br />EXPANDED <br />TO INCLUDE MILL <br />AND OVERLAY <br />PROJECTS <br />In 2020 previously, <br />reconstructed streets have <br />been added to the current <br />map’s timeline as these <br />streets are beginning to <br />come due for a Mill and <br />Overlay. The purpose of <br />Mill and Overlay projects <br />is essentially to preserve <br />the useful life of the street <br />while rehabilitating the <br />driving surface. By <br />working closely with the <br />WSB engineers, we <br />developed a detailed <br />schedule of construction <br />costs by street. This <br />provided an early <br />compilation of costs for <br />the potential projects. <br />This allows the City to be <br />nimble in making <br />timeline adjustments to <br />the street reconstruction and mill and overlay plans. It also allows for better management of the <br />cost load which keeps the “Peak to Plateau Program” on track. The detailed Street costs schedule <br />and resulting levy impact is included in the Peak to Plateau discussion in the Chapter V - Long <br />Term Financial Management.
