City of St. Anthony <br />JOINT CITY COUNCIL & PLANNING COMMISSION WORK SESSION <br /> <br />Minutes <br />June 15, 2021 <br />Present: <br />Mayor & Council <br />Randy Stille, Mayor; Bernard Walker, Councilmember; Thomas Randle, Councilmember; Wendy <br />Webster, Councilmember and Jan Jenson, Councilmember <br />Planning Commission <br />Marcey Westrick, Chair; Meridith Socha, Vice Chair; Brian Rude, Commissioner; Paul Morita, Commissioner <br />Absent: <br />Thomas Kuykendall, Commissioner; Corey Erickson, Commissioner; Chelsey Hendrickson, Commissioner <br />Staff: <br />Charlie Yunker, City Manager <br />Consultants: <br />Steve Grittman, City Planner, Jay Lindgren, City Attorney <br />Guests: <br />Lonnie Provencher, Interstate Development <br />Call to Order: <br />Mayor Stille called the Work Session to order at 5:30 p.m. <br />Goal Setting Recap: <br />Mayor Stille discussed the annual goal setting process and reviewed items from the Pyramid that relates <br />to work the Planning Commission. <br />Lessons Learned from CUP: <br />Mr. Grittman reviewed the recent CUP and the overall CUP process. Council and Commission members <br />discussed process and covered procedural and role questions with Mr. Grittman and Mr. Lindgren, and <br />Mr. Lindgren conveyed that the City’s process is sound and appropriate. No needed changes to the City’s <br />CUP process were identified. <br />Interstate Project Concept Review: <br />Mr. Grittman reviewed the concept from Interstate Development to build a multi-unit facility on the <br />current Bremer Bank site, which would include Bremer relocating to 2654 Kenzie Terrance and <br />purchasing that parcel from the City. The proposed concept is a 75 Unit workforce attainable market <br />rate project with minimal amenities. <br />Council Commission members discussed the concept and conveyed concerns on parking availability, <br />orientation of the building in relation to the Stinson & Kenzie intersection, and the overall landscaping <br />and “gateway” aspect of the intersection. Applicant indicated they would address those concerns when <br />bringing forth a formal application.
